This fonds consists of textual material, graphic material (photographs - col. prints), cartographic material (maps), moving images (helical scan video reels and Umatic videocassettes), sound recordings (audiocassettes), and microfilm reels. The textual material consists of transcripts of a meeting between the Oblate Fathers from settlements throughout the Mackenzie District and the Department of Local Government. The discussion involved the transfer of responsibilities from the Northern Administration Branch to the Government of the Northwest Territories in 1967. The bulk of the textual material contains records dating from 1967-1986. These records relate to the development and management of hamlets, towns, and communities across the Northwest Territories. They include details on services such as water and sanitation as provided and managed by the Department of Local Government, as well as files related to the Northwest Territories Municipal Association and departmental policies and initiatives, including recreation. Approximately 60 cm of the textual material consists of bound minutes from Pine Point Council Meetings that were held from 1969-1986, as well as financial statements from the community of Pine Point. In addition, there are files concerning the development, implementation, and operation of the Arctic Airports program, including position papers and reports created by Transport Canada with comments from GNWT officials, as well as reports, recommendations and minutes of meetings from the Airports Committee, a discussion paper concerning the development and implementation of the Arctic Air Facilities policy, and ongoing correspondence and planning documents.

The microfilm reels contain records dated between 1967-1973 from the Central Registry file system and contain files from the following program areas: Directors Monthly Meetings (11 block); Policy Files (13 block); Administration (20 block); Municipal Affairs Division (21 block); Development Division (22 block); Town Planning and Lands (24 block); Recreation (25 block); Emergency Measures Division (26 block) and Employment Liaison Division (29 block).

The maps are line transparency plans from the Town Planning and Lands Division of the Department of Local Government. Communities represented are: Arctic Bay, Broughton Island (Qikiqtarjuaq), Cape Dorset, Coppermine (Kugluktuk), Enterprise, Fort Franklin (Deline), Fort Providence, Hall Beach, Hay River, Igloolik (Iglulik), Paulatuk, Pond Inlet, Rankin Inlet, Resolute Bay, Sachs Harbour, Sanikiluaq, Snowdrift (Lutsulk'e), Trout Lake, and Wrigley. The 13 microfilm reels from the Town Planning and Lands Division contain settlement drawings for the following communities: Fort Simpson, Tuktoyaktuk, Yellowknife, Fort Providence, Fort Rae, Fort Resolution, Fort Smith, Spence Bay, Snowdrift, Stagg River, Alexander Falls, Inuvik, Fort McPherson, Fort Norman, Pine Point, Rankin Inlet, Sachs Harbour, Banks Island, Aklavik, Baker Lake, Hay River, Igloolik, Cambridge Bay, Holman Island, Enterprise, Gjoa Haven, Nahanni Butte, Chesterfield Inlet, Coral Harbour, Edzo, Morphy, Fort Franklin, Frobisher Bay, Port Harrison, Fort Good Hope and Hall Lake. There are also 7 land use planning maps which relate to Fort Simpson, Pine Point, and Enterprise.

The 2 Umatic videocassettes contain footage of James Washee, a Minister of Local Government, discussing Community Ordinance legislation. One recording is in English and one recording is in Inuktitut. Also included in the accession are eight reels of helical scan video. These appear to be related to local government conferences.

The sound recordings consist of 24 audiocassettes that contain recordings from an Economic Development Conference held in 1979 that featured speakers such as John Todd, Bertha Allen and Stuart Hodgson. In addition, eight of the audiocassettes contain recordings of the Pine Point Council Meetings from 1984, 1985, 1986 and 1987. One meeting from each year was retained as a sample.

Finally, this fonds includes approximately 40 cm of publications and reports from 1967-[1988]. The majority of the material consists of published community development plans. There are also water and sanitation reports, water and energy conservation papers, airport maintenance manual, comparative studies between municipalities in the NWT and those of western provinces, and a report of a committee on the future of Inuit hunting camps. Also notably included is a public discussion paper on devolution.

The fonds consists of records created by Claire Barnabe during her career as a teacher, hospitality worker, and settlement administrator in the Northwest Territories and includes personal correspondence, campaign material, interview transcripts, writings, 1970 autobiography, newspaper clippings, Port Burwell reports, correspondence, and history, Repulse Bay reports and correspondence, and Norman Wells correspondence and Settlement Council Minutes. The fonds also includes photographs of Fort Franklin (Deline), Fort Providence, Norman Wells, Hay River, Fort Good Hope, Arctic Red River (Tsiigehtchic), Aklavik, Cambridge Bay, Port Burwell, and Repulse Bay (Naujaat). The fonds has been divided into three series: Photographs, Personal, and Settlement records.

This accession consists of records from the Directorate of the Department of Municipal and Community Development, especially those relating to resource development and the Mackenzie Valley Gas Pipeline Project (MGP). General Directorate records including Senior Management Committee records (2006-2009) and entries in the GNWT Public Committees, Boards and Councils Handbook. MGP-related records include Joint Coordinating Committee and MGP Intervention Workshop records, MGP GNWT Handbook, organizational charts and job descriptions for the Pipeline Readiness Office, draft GNWT General Submission to the Joint Review Panel on the MGP, MGP Socio-Economic Agreement, reports from regional workshops on social impacts of the MGP, records of stakeholder consultation meetings, local impact assessments, and pipeline readiness funding administration, presentation materials, correspondence, reports, proposals, minutes, and briefing material.

This accession consists of files from many different GNWT departments, including Education, Social Services (and predecessors), and Local Government, relating to the operation, administration, and closure of the community of Port Burwell. The records were collected by the Office of the Commissioner after the community was abandoned. The records include settlement manager monthly reports and correspondence, settlement council minutes, school records (including enrollment and attendance and student files), financial records (including aircraft tender documents, operations funding, cheque books and banking records, and ledgers), fishery plant records, building and public works records, health and welfare records,employment records, and a guestbook. The accession also includes several files from the Department of Local Government which relate to the Baffin Region more generally or to other communities, including Pond Inlet, Arctic Bay, Grise Fiord, Nanisivik, Eskimo Point (Arviat),

Records include Integrated Community Service Plan (ICSP) reports from five communities: Fort Resolution, Fort Smith, K'a'a'gee Tu First Nation (Kakisa), Katlodeeche First Nation, and Fort Providence.

Accession consists of a proposed water and sanitation policy for Northwest Territories communities, a Northwest Territories Municipal Finance and Services Study conducted by Boreal Institute for Northern Studies from the University of Alberta, Local Government Lands Section Study Headquarters, Resolution passed by the N.W.T Association of Municipalities, and Suggestions for a Playground Training Course by the Dept. of Local Government Recreation Division.

This series contains records arising from J.I. Glick's involvement with local governance in Yellowknife, both as a resident and as a member of the Yellowknife Ratepayers Association and the Town Council. Records include reports submitted to Yellowknife Town Council Meetings (meetings of the Yellowknife Ratepayers Association), meeting minutes, meeting recordings, speaking notes, and correspondence between J.I. Glick and Plains Western Gas and Electric company. The records document a dispute between the Gold Range Hotel Ltd. and Plains Western Gas and Electric Company regarding rates, which Glick brought before the courts and before the Town Council. The records also document a second dispute between J.I. Glick and the Town Council regarding property acquisition through tax sales, including the lots for the Gold Range Hotel.

This fonds consists of approximately 1.15 m of textual material, 60 maps, 3 architectural plans and 84 photographs generated by the Local Trustee Board, Municipal District of Yellowknife, Town of Yellowknife, and the City of Yellowknife between 1940 and 2005.

The textual materials, which date from 1940 to 2005, include Local Trustee Board/City Council meeting minutes, correspondence files, Centennial Committee records, licenses, Yellowknife Board of Trade records, and by-laws. Subject files also include road construction, hospital construction, health and welfare, taxes, elections, federal funding, lot development, budgets, infrastructure development and the construction of housing. There are records from the Town's Planning Committee including budget information, utility franchise information, and records relating to town planning and zoning. A select number of municipal financial statements can also be found within this fonds.

This fonds also contains a select number of reports commissioned by the city and presented to council on issues such as the Yellowknife School District and water and sewage systems. Also included are reports delivered by the City of Yellowknife Heritage Committee, a committee funded directly by the City of Yellowknife. These records include "Policy for the Preservation and Development of Yellowknife's Heritage Resources," prepared by the Yellowknife Heritage Committee (1986), and a copy of the pamphlet entitled "Four Walking Tours of Yellowknife Old Town" (1987). As well, there are several reports authored between 2001-2005 documenting abandoned or demolished Yellowknife buildings as well as an inventory of New Town Historical Buildings.

The cartographic materials consist of maps of Yellowknife, development plans for Frame Lake and the capital site, street lighting plans, plans for water and sewage services, and zoning plans.

There are also architectural plans documenting the renovation of City Hall in 1969.

The graphic content, dating from 1920-1973, depicts meetings of the Municipal Council, municipal buildings, houses and businesses in the town. Buildings depicted include the Gerry Murphy Arena, the Municipal Town Hall, City Hall, the Bellanca Building, St. Patrick's High School, William McDonald High School and Mildred Hall Elementary School. Several photographs feature airplanes operated in Yellowknife by local transportation companies. There are also photographs taken during a dinner attended by Commissioner Stuart Hodgson and Bishop Henry Cook to mark the unveiling of Pilot’s Monument in Yellowknife.

Records date from 1989-1996 and relate to the Community Transfer Initiative.

Records relate to the Community Transfer Initiative and the transfer of responsibility of maintenance programs by the department.

Records include files related to the transfer of airport services in the Keewatin, Senior Management Committee (SMC) meetings, northern roads development policy, winter roads, division of assets with the creation of Nunavut, and studies related to ports and wharves.

Records date from 1988-2001 and mainly regard community transfer initiatives to devolve airports and other department assets to communities, primarily those in the eastern Arctic. Also included are department strategies regarding territorial division.

Records include guiding principles for transfer of airports from the GNWT to the communities through the Community Transfer Initiative. Records also include briefing notes, terms of reference, meeting minutes, discussion papers and correspondence. In particular records focus on the transfer of airports in the Keewatin region.

The textual material relates to the Commissioner's Tours of communities and regions within the Northwest Territories. The audiocassettes contain sound recordings of Hamlet Council meetings, Town Council meetings, public meetings and speeches made by the Commissioner Stuart Hodgson.

Records consist of the Tlicho Constitution, a 39-page booklet describing the political workings of the Tlicho (Dogrib) people. The second item is 'Recognition Day: Effective Date for the Tlicho Government'. The final item is a schedule of events for the Dogrib Treaty 11 Council and Tlicho Government Annual Gathering.

The material consists of minutes and motions from the following Regional Councils: Baffin Regional Council, South Slavey Regional Council, North Slavey Regional Council, Deh Cho Regional Council, Shihita Regional Council, Kitikmeot Regional Council and the Keewatin Regional Council.

Records include settlement reports and Community Transfer Committee records, ministerial chronos including Premier's chronos from 2001, Senior Management Committee (SMC) records, Committee of Aboriginal Rights minutes and correspondence, and files from the Minister of Renewable Resources generated between 1986-1988.

The records were transferred to the Executive from offices in Norman Wells and Cambridge Bay circa 1999. The majority of the records pertain to Baffin Regional Council and date from 1969-1990. Records include chronos from the office of the regional director, executive files from the Council and NWT and Regional Housing Corporation files. Also included are monthly reports from the Field Services Offices of the communities comprising the region, including Igloolik, Arctic Bay, and Cape Dorset.

Records date from 1973-1990 and consist of Plans and Program files relating to the Mackenzie Valley Pipeline, Nanisivik Mines, Polar Gas Project and Beaufort Delta Oil Project. In addition, there are Committee files from the Regional Management Committee in Inuvik and Inuvik Regional Health Board and files from Hamlet and Settlement Meetings from the Mackenzie Delta, Western Arctic, Baffin and Great Bear Lake Regions.

Records date from 1977-1991 and are primarily from the Keewatin Region and consist of minutes of meetings from the Executive Committee, Keewatin Regional Council, Regional Director's Meetings, Annual Management Meeting, Senior Management Committee Meeting, Kitikmeot Regional Council, various hamlet meetings and board meetings. There are also files relating to Commissioner's Tours and Ministerial Tours of the Baffin and Keewatin Regions.
