This accession consists of approximately 8.5 meters of textual records created by the Bureau of Northwest Territories and Yukon Affairs and its various predecessors between 1921 and 1948. Also included is a small amount of material generated by successor agencies from 1949 to 1953.

The information contained in these files relates chiefly to administration of services to individuals and organizations rather than policy. Most of the information in the files can be arranged under one of nine main headings: 1) Records of criminal investigations and prosecutions; 2) Records of accidents and missing persons; 3) Applications for naturalization (Pre 1931 only); 4) Relief for destitute natives; 5) Inuit census 1939-1942 conducted by Royal Canadian Mounted Police (RCMP) posts in the Arctic; 6) Licenses; 7) Administration of goods and property of inhabitants who died or were incapacitated; 8) Income Tax; 9) Personnel records relating to headquarters staff in Ottawa. The records have been organized in series, which follows a general, but not strict chronological order: Series 1 1921-1939; Series 2 1939-1947; Series 3 1947-1953; Series 4 1923-1949.

Very large gaps appear in the file numerical sequence. Losses and transfers caused some of the gaps, assigning old files new numbers in the system whenever they were "brought forward" likely caused others. The majority of the gaps likely occurred when general housekeeping destroyed files of little value. Moreover, files dealing exclusively with the Yukon were transferred to the Yukon Archives. This filing system established in 1922, was a strictly numerical one and by 1953 when a new system was established, over 23,000 files had been registered.

A small amount of material in this fonds (one folder) was received separately from the federal government transfer and was not included in the arrangement listed above. It consists of correspondence from the files of two successive directors, J. Lorne Turner (1936) and R.A. Gibson (1937-1943). Included in the correspondence are a few items pertaining to R.A. Gibson's role as Deputy Commissioner (a position he held through this period, in addition to becoming director of the Lands, Northwest Territories and Yukon Branch in 1937). Material from J. Lorne Turner's file documents includes, among other issues, a food shortage in Coppermine in September 1936.

Records consist of two annual reports of the Victim Assistance Committee, contribution agreements under the Victims' Assistance Fund, as well as all Community Justice contribution agreements for 2003-2004 fiscal year.

Records document the series, "Behind Closed Doors - A Series on Spousal Assault in the Northwest Territories." In addition, there are transcripts of the series.

The recordings contain three programs including "MLA", (item :0001), which examines people's expectations and attitudes toward government, and explains the election process as well as the workings of the Legislative Assembly; "Home Maintenance--N.W.T.H.C.", (item :0002), and "Home Maintenance--C.M.H.C.", (item :0002), uses interviews to provide information on GNWT and federal government home repair programs.

Many of the sound recordings are poorly identified. Sound recordings include soundtracks for films, interviews, special effect sounds, Inuit throat singing, and government programs such as the series entitled "Behind Closed Doors - A Series on Spousal Assault in the Northwest Territories" and "So You Want to Start Your Own Business". The moving images include copies of: "You Can't Grow Potatoes Up There"; "Koukdjuak Crossing: Caribou Tagging on Baffin Island"; "Bathurst Inlet Caribou" (may also be titled: "To Have Forever: Hunting the Bathurst Caribou Herd"); "Nikko Island", "Wood Bison"; "Kellett's Storehouse"; "Yellowknife"; "Caribou"; "Heritage Centre Spots"; "Kissiliriyeet"; "Gordon Lake"; "Decisions"; "Future"; and "Anik Info Spots" (air prints). The helical scan videos consists of a Keewatin Economic Development Conference and the film "Hire North".

Records date from 1986-1991 and consist of brochures, newsletters and publications. Records include three Prince of Wales Northern Heritage Centre pamphlets, 3 Baffin Bulletin newsletters, 2 spousal assault newsletters, a report on spousal abuse, a report on the traditional knowledge working group, and a directory guide of Northern cultural and arts performers.

This accession consists of records including an overview of the Rent Scale for public housing from the NWT Housing Corporation Resource Centre, as well as a Social Housing Annual Review for the year 1988.

This accession consists of records relating to programs and administration of the Northwest Territories Housing Corporation, including economic rent calculation, new rent scales, Harmonization of Social Housing and Income Support, and the Minimum Downpayment Assistance Pilot Program (MDAPP). Records include: correspondence, economic rent calculation forms, table showing Maximum/Economic Rent Comparison South Slave District 1994, list of economic rents by community, Harmonization of Social Housing and Income Support presentations, MDAPP evaluation report, policies and procedures, and client applications, draft rent scale directive, Rent Scale 2022 Computer Program Manual, and a briefing note.

This fonds consists of approximately 4.4 meters of textual records from the Department of Social Services. The records include materials from the Management Services Division, Community and Family Support Division, Correction Services, Mental Health Service, Young Offender and Child Welfare. Records include files related to transfer of responsibilities from the federal government; block funding arrangement; summer camp programs; group homes; outpost camps; policy and program development; regional delivery of programming; Senior Management Committee meetings; mental health programming; seniors and hadicapped programming; corrections; daycare services; drug and alcohol programs and family violence programming .

Records date from 1983-1990 and consist of policy, planning and special projects records.

Records include reports, pamphlets, guides and manuals and date from 1978-1987. There are several guides for inmates within the Northwest Territories; pamphlets on the fine option program, family violence prevention and the creation of the Baffin Correctional Centre; reports on social monitoring and goals and objectives of corrections; and finally, several manuals for youth justice, probation officers, childcare workers, and service descriptions for the Department.

The records include program files related to Drug and Alcohol program, Commissioner's tours, correction services, mental health services, policy and planning files, senior management committee meetings, Young Offenders and Child Welfare.

Records include files related to block funding, recruitment; transfer of responsibilites from federal government; day care services; family violence programs; young offenders; corrections; alcohol and drug programming; mental health programming; aged (seniors) and handicapped services and correspondence with regional authorities regarding program delivery.

Records include Senior Management Committee (SMC) meeting materials, as well as files on programming related to Senior Citizens' benefits.

This fonds consists of approximately 56.27 meters of textual records, 1,600 colour and black and white photographs, 26 audio recordings and 18 videos. The photographs depict medical facilities, medical personnel, procedures and health education activities. The audio materials are primarily related to health education, health studies and reports on healthcare in the north. The videos are primarily health promotion video related to nutrition and diet.

The textual material is derived from the various iterations of the divisions responsible for policy, planning and reporting; directorate and finance support activities, population health issues; community health issues; board support services, child protection and family services. The records cover issues such as legislative initiatives, departmental organization and strategic planning, the Territorial Hospital Insurance Service, the transfer of health services to the GNWT from the Federal Government, the decentralization of health services to the communities, health and social services matters in self-government negotiations, and significant reports including the Cuff Report (It's Time to Act), the NWT Health Report, NWT Health Status Report and Ambulance Services Report. The records include files related to the management of the department including: Senior Management Chronos, Executive Committee files, records from the Recruitment and Retention Committee, the Joint Senior Management Committee and Senior Management Committee files.

The textual material also includes correspondence with regional health authorities and boards, program development and delivery records, reports and promotional materials. These records cover programs such as Brighter Futures, Community Action Fund, Social Agenda Community Demonstration Projects, Traditional Knowledge, Community Wellness, nutrition, promoting nursing in the NWT, midwifery, clinical standards of practice, and many programs directed towards promoting healthy lifestyles. Included within these materials are records from various committees such as: the Community Wellness Committee, the Aboriginal Wellness Coalition, the Committee on Nursing Education, the Northwest Territories Pregnancy Risk Score Steering Committee, the NWT Clinical Practice Committee, The NWT Advisory Committee on Immunization, the Antimicrobial Steering Committee, the NWT Maternal and Perinatal Committee, the Childhood Fatality Review Committee, the Mental Health Task Team, Joint Standing Committee-Independent Seniors, the Addictions and Mental Health Committee, and the Traditional Knowledge Working Group.
