This accession consists of one file of correspondence between Commissioner H. A. Young and administrators of the Department of National Health and Welfare, concerning pensions for the old and the blind. Also included in the file are copies of the Ordinance, regulations pertaining to the ordinance and application forms.

The files were part of the Central Registry System (80 Block, 81 Block, 82 Block and 85 Block) and cover a variety of topics, including directives and policies, arrangements for Council sessions, travel for Council members, Territorial Legislation Policy, elections, monthly reports from the regions, staff meetings and ordinances.

The records include evalutions from the Community Harvest Assistance Program (CHAPS), policy documents related to orphaned wildlife, proceedings from a conservation workshop and files from the department's internal Wildlife Legislation Committee.

Records consist of various committee reports and minutes, harvest reports, reports on the monitoring of different wildlife species, records of international and national committees, and human resources files.

Records date from 1972-1998, and mainly relate to legislative initiatives and amendments of Department of Health and Department of Health and Social Services legislation or acts. The files include options papers, draft proposals, and correspondence between legislative policy analysts and the department regarding the requested legislative amendments or initiatives. There are also files from the National Health Research and Development Program (NHRDP) related to the evaluation of NHRDP submissions, correspondence and minutes from the NHRDP Review Panel, as well as files identifying research needs in the NWT, development of health related workshops that would be delivered by the Department of Health, as well as program development in the NWT. In addition, the accession includes departmental strategic planning and reorganization files related to the amalgamation of the Department of Health and the Department of Social Services, as well as files related to the transfer of health services to the GNWT from the Federal Government. There are also records from the Community Transfer Initiative and how it impacted the transfer of health services to communities. There are also working drafts and development files for departmental reports such as the NWT Health Report, NWT Health Status Report, Ambulance Services Report, as well as program evaluation files about the AIDS project and Advanced Nursing Skills Program. The remaining files include management studies (Management for Results) for the various health boards, copies of MOU between the Department of Health and Social Services and Justice and Education, Culture and Employment, as well as files from the Vital Statistics Committee, Territorial Laboratory Standards Committee and Traditional Knowledge Working Group, in particular traditional knowledge activities at Stanton Hospital.

Included among the files is information concerning the development of a tourism strategy for the Northwest Territories, pamphlets outlining fishing and hunting regulations, reports on Commissioners' tours, general information about the communities and attractions in the Northwest Territories. The records were produced by the Government of the Northwest Territories, the federal government, outfitters, tour operators and lodges concerned with promoting travel in the Northwest Territories.

The records detail the regular and special meetings of the Council of the Northwest Territories from 1921 to 1951 (sessions 1 to 201). There are several parallel series containing minutes, agendas, and attachments, including reports, Orders in Council and Ordinances, correspondence, and occasionally photographs or maps, relating to the agenda items. products of meetings (Orders in Council, Ordinances) of the NWT Council. The first series contains the "official" set of files, including signed minutes for most meetings. Other record sets that cover some the same meetings, but may include different and more attachments, are found in the second and third series: Records of Council Members and Secretary's Files and Session Papers. The Records of Council Members series also includes records of the Advisory Board on Mining Regulations (1922-30). The last two series contain Ordinances and Orders in Council related to the Northwest Territories and associated indices.
