This fonds consists of records generated by Policy and Planning Division, Community Works and Capital Planning Division, Lands Division, Sport and Recreation Division, Community Planning and Lands Division, Community Governance, the Directorate, Public Safety and the Corporate Services Division of the Department of Municipal and Community Affairs. The files from the Policy and Planning Division relate to Devolution, Privatization, Resource Community Policy, Resource Development Policy, Local Government Priorities, Assistant Deputy Minister (ADMS) Coordinating Committee, Ministers Speeches, as well as, Minister's Tours of the Baffin, Kitikmeot, Keewatin and Mackenzie Delta Regions.

The material from the Community Planning and Lands Division and Community Governance date from 1953-2012 and includes minutes and files from the following Committees: Land Use Advisory Committee, Senior Management Committee, Land Review Committee, Land Claims Working Group, Land Information System Working Group and the Federal/Territorial Land Committee. There includes files related to the Land Claims Working Group, self government negotiations and service to Status Indians, and property assessment and taxation. There is substantial documentation regarding MACA's responsibilities and efforts in Land Claims work, including a small number of cartographic records (Norman Wells only). In addition, there are various files relating to departmental acts/regulations, policies and procedures, and planning files. Also included are Annual Workplans for Community Planning (1986-1994); minutes of Community Planners Meetings (1986-1993); Annual reports re: Monitoring of the Planning Act (1990-1993) and the Lands division; copies of various policy and procedures manuals related to Community Planning; a set of completed surveys related to Solid Waste Disposal; records related to standards and criteria for capital planning, review and revisions to the water and sewage subsidy program. There is also a small group of community planning records and maps for Pond Inlet from 1987-1990. Other community planning and zoning records and maps relate to the Beaufort Delta, North Slave, Deh Cho, Sahtu, and South Slave regions. There are also operational evaluations of communities in the Beaufort Delta region. Records of a 2007 Lands Conference on the New Deal are also included.

The records from the Directorate date between 1988-2011 and consist primarily of manual, policy binders, handbooks and reports. The record include handbooks and manuals related to management of water and sanitation services, formula financing for communities, land administration training, municipal works training, local government manuals and treatment and handling of hazardous waste material, records relating to real estate licensing and the review of the territorial lottery process. Also included are transcripts of interviews with residents of Fort Rae, organizational charts for the Department of Municipal and Community Affairs and strategic planning documents for the department from 1989-1990, a service contract for Nunavut, and records relating to resource development. In addition, there are reports to the Directorate from the divisions, issue files, Social Agenda files, briefing notes, Senior Management Committee records, and Minister Responsible for Youth, Deputy Minister and Ministerial Chronos.

The records from the Corporate Affairs or Corporate Services Division date from 1977-2019 and relate to strategic planning, job action contingency planning, emergency measures, Community Empowerment, Municipal Community Assistance Program (MCAP), a 1995 Ministers of Local Government Conference and conference hosted by MACA and the NWT Association of Municipalities, Government of the Northwest Territories Steering Committee-Pine Point, aboriginal claims and briefing notes from the 1st Session, 7th Session and 8th Session of the Legislative Assembly. There are files concerning the delivery of the community development fund and a legislative proposal to amend the Municipal Statutes Act, as well as user pay/user say initiatives. In addition, there are files from the regional office in Inuvik related to the department's involvement with the Arctic Winter Games, policy and guidelines for the Fitness Leadership Certification Program, workshop material about the Staff and Volunteer Training Program, a copy of an organizational planning tool that was produced by the department and disseminated during workshops hosted by MACA, as well as memorandum of Understanding with Arctic College concerning the Recreation Leaders Program. In addition, there are student education plans and evaluations for the Recreation Leaders Program. Records also include decision papers, legislation files related to the Area Development Act and the Municipal Statutes Amending Act, and reports on conferences. There is also a small amount of information about Fire Prevention Week.

The records from the Surveys and Mapping Division date from 1987 and relate to a review of the division.

The records from the Sport and Recreation Division date from 1978 to 2007 and include training materials for communities to develop effective recreation committies and records related to recration facility development including community based project files and policy binders. Records also include meeting minutes from 2006-2007.

Records from the Fort Smith Regional Office consist of trip reports to communities conducted by MACA staff, training initiatives being delivered by the Department, local election files, briefing material, and an employee orientation manual.

Records from the North Slave Regional Office consist of meeting notes, planning documents, and correspondence relating to a functional review of regional operations, as well as correspondence and a presentation relating to a strategic planning workshop.

From the Public Safety division, there are planning and committee records relating to emergency response, search and rescue, forest fire fighting, disaster assistance, safety and preparedness, as well as Memoranda of Understanding with other agencies in relation to emergency response, and lottery licensing guidelines and Hamlet of Paulatuk Lottery Licensing Bylaw. Also included are assessment appeal tribunal files and a file related to legal gambling in the NWT. From the Public Safety division's Office of the Fire Marshal, there are fire fighting training course materials as well as files related to amendments to the Fire Prevention Act.

Records from the Community Development division relate to municipal land selection and land implementation, community transfer initiatives, and community based planning.

Records from the School of Community Government relate to training programs, occupational standards and certification, and the Community Development Fund.

There are also reports related to taxation, community planning and financing municipal government.

The fonds consists of records of Arthur Boutilier's professional and personal life. The records include records drawings, maps and planning documents related to his training and work in architecture, urban design and national park planning, land use and management plans, supplemented with posters, maps, drawings, and diagrams to support the process, a 1976 trip journal, writings about Arthur's life both written by him and others, and photographs taken by Arthur, supplemented by reflections on photography and memorabilia from some of his photography exhibits. The records are grouped into four series: Portfolios, Land Use and Management Planning, Writings, and Photography, with some overlap between them.

Timothy Garrish fonds

The fonds consists of records created and used by Timothy (Tim) Garrish while flying in the NWT as a bush pilot for more than four decades. The records date primarily from the mid-1970s to the mid-1990s. The records largely document Garrish’s roles as a bush pilot, as a check pilot doing fire suppression work (forest fire fighting), and as the owner of a small air charter service.

The fonds was put into artificial series by the archivist based on record type: textual records, photographs, maps, and videos.

This fonds consists of textual material, graphic material (photographs - col. prints), cartographic material (maps), moving images (helical scan video reels and Umatic videocassettes), sound recordings (audiocassettes), and microfilm reels. The textual material consists of transcripts of a meeting between the Oblate Fathers from settlements throughout the Mackenzie District and the Department of Local Government. The discussion involved the transfer of responsibilities from the Northern Administration Branch to the Government of the Northwest Territories in 1967. The bulk of the textual material contains records dating from 1967-1986. These records relate to the development and management of hamlets, towns, and communities across the Northwest Territories. They include details on services such as water and sanitation as provided and managed by the Department of Local Government, as well as files related to the Northwest Territories Municipal Association and departmental policies and initiatives, including recreation. Approximately 60 cm of the textual material consists of bound minutes from Pine Point Council Meetings that were held from 1969-1986, as well as financial statements from the community of Pine Point. In addition, there are files concerning the development, implementation, and operation of the Arctic Airports program, including position papers and reports created by Transport Canada with comments from GNWT officials, as well as reports, recommendations and minutes of meetings from the Airports Committee, a discussion paper concerning the development and implementation of the Arctic Air Facilities policy, and ongoing correspondence and planning documents.

The microfilm reels contain records dated between 1967-1973 from the Central Registry file system and contain files from the following program areas: Directors Monthly Meetings (11 block); Policy Files (13 block); Administration (20 block); Municipal Affairs Division (21 block); Development Division (22 block); Town Planning and Lands (24 block); Recreation (25 block); Emergency Measures Division (26 block) and Employment Liaison Division (29 block).

The maps are line transparency plans from the Town Planning and Lands Division of the Department of Local Government. Communities represented are: Arctic Bay, Broughton Island (Qikiqtarjuaq), Cape Dorset, Coppermine (Kugluktuk), Enterprise, Fort Franklin (Deline), Fort Providence, Hall Beach, Hay River, Igloolik (Iglulik), Paulatuk, Pond Inlet, Rankin Inlet, Resolute Bay, Sachs Harbour, Sanikiluaq, Snowdrift (Lutsulk'e), Trout Lake, and Wrigley. The 13 microfilm reels from the Town Planning and Lands Division contain settlement drawings for the following communities: Fort Simpson, Tuktoyaktuk, Yellowknife, Fort Providence, Fort Rae, Fort Resolution, Fort Smith, Spence Bay, Snowdrift, Stagg River, Alexander Falls, Inuvik, Fort McPherson, Fort Norman, Pine Point, Rankin Inlet, Sachs Harbour, Banks Island, Aklavik, Baker Lake, Hay River, Igloolik, Cambridge Bay, Holman Island, Enterprise, Gjoa Haven, Nahanni Butte, Chesterfield Inlet, Coral Harbour, Edzo, Morphy, Fort Franklin, Frobisher Bay, Port Harrison, Fort Good Hope and Hall Lake. There are also 7 land use planning maps which relate to Fort Simpson, Pine Point, and Enterprise.

The 2 Umatic videocassettes contain footage of James Washee, a Minister of Local Government, discussing Community Ordinance legislation. One recording is in English and one recording is in Inuktitut. Also included in the accession are eight reels of helical scan video. These appear to be related to local government conferences.

The sound recordings consist of 24 audiocassettes that contain recordings from an Economic Development Conference held in 1979 that featured speakers such as John Todd, Bertha Allen and Stuart Hodgson. In addition, eight of the audiocassettes contain recordings of the Pine Point Council Meetings from 1984, 1985, 1986 and 1987. One meeting from each year was retained as a sample.

Finally, this fonds includes approximately 40 cm of publications and reports from 1967-[1988]. The majority of the material consists of published community development plans. There are also water and sanitation reports, water and energy conservation papers, airport maintenance manual, comparative studies between municipalities in the NWT and those of western provinces, and a report of a committee on the future of Inuit hunting camps. Also notably included is a public discussion paper on devolution.

This fonds consists of records documenting the activities of the Gwich’in Social and Cultural Institute from its establishment in 1993 until its transition into the Gwich’in Tribal Council’s Department of Cultural Heritage in 2016. The fonds includes some records of the Department of Cultural Heritage from 2016 until 2018. The material has been arranged into 38 series based on seven functional categories:

  • Administration includes nine series documenting the governance and administration of the GSCI. The series included in this category are Gwich’in Tribal Council (426-S01); Governance (426-S02); Executive Director (426-S03); Research Director and General Administrative Materials (426-S04); Finance (426-S05); Correspondence (426-S06); Gwich’in Organizations, Communities and Events (426-S07); Other Organizations, Institutions and Associations (426-S08); and Website (426-S09). These series include meeting packages and minutes; strategic planning materials including GSCI’s five-year plans; annual reports; GSCI Executive Director files from 2004-2016; office, staff, project and other general administrative materials; financial statements and reporting materials; funding proposals, applications, reports, contribution agreements and service contracts; correspondence files; meeting materials, minutes, reports, proposals, presentation materials and informational materials related to Gwich’in and non-Gwich’in organizations, institutions and associations; website planning materials including funding applications, contribution agreements, financial statements and content planning materials; and general correspondence within each series.
  • Consultation with Government includes three series documenting GSCI’s consultation and interaction with the federal and territorial governments. The series included in this category are Government of Canada (426-S10), Government of the Northwest Territories (426-S11) and Government of Yukon (426-S12). These series include correspondence; proposals; reports; funding proposals and reporting materials; workshop and presentation materials; informational materials; and curriculum planning and development materials.
  • Traditional Knowledge and Land Use Policy and Regulation includes three series documenting the GSCI’s work in traditional knowledge policy development, land use planning and management and permitting and licensing. The series included in this category are Traditional Knowledge Policy (426-S13); Land Use Planning and Management (426-S14); and Researchers, Permits, Licences and Use Agreements (426-S15). These series include correspondence; proposals; funding and financial materials; workshop and presentation materials; discussion papers; reference materials; reports; policy copies; permit and licence applications and reports; research and data-sharing agreements; researcher files; and project materials provided to GSCI by researchers including planning materials, interview materials, photographs, videos and films, theses, reports and articles.
  • Repatriation includes two series documenting the GSCI’s work in repatriating Gwich’in heritage materials and knowledge through a number of projects. The series included in this category are Gwich’in Traditional Caribou Skin Clothing Project (426-S16) and Repatriation Projects (426-S17). These series consist of project, planning and produced records including correspondence; funding proposals, contribution agreements and terms of reference; reports; copies of publications; audio and video recordings; and photographs, slides and negatives.
  • Recognition of Historic and Cultural Sites includes three series documenting the GSCI’s work for the recognition, protection and management of Gwich’in historic and cultural sites. The series included in this category are Gwich’in Territorial Park (426-S18); Burial Sites (426-S19); and Historic Sites and Heritage Rivers (426-S20). The series include correspondence; materials related to the GSCI’s work in developing a vision and management plan for the Gwich’in Territorial Park including terms of reference, meeting materials, planning materials and copies of the management plan; funding materials, reports, maps and audio recordings from projects GSCI conducting in the Gwich’in Territorial Park; GTC Burial Site Guidelines; notes and information from the Tsiigehtchic Graveyard Mapping Project; and materials related to the nomination and management of national and territorial historic sites and heritage rivers including nomination applications, funding materials and service contracts; interview recordings and transcripts; photographs; unveiling ceremony materials; and draft management plans.
  • Research and Programs includes 17 series documenting the GSCI’s research projects, programming and activities. These series include project, planning and produced materials, place name database and online mapping materials, conference materials and reference materials. This series is titled Language Work (426-S38) and documents GSCI’s work and relationship with the Gwich’in Language Centre, the development of the Gwich’in Language Plan, GSCI language workshops and projects, and language materials produced by the GSCI. This series includes correspondence; funding and budget materials; workshop materials; immersion camp materials; and dictionary copies, language class materials and other language materials.

This fonds consists of approximately 74.33 meters of textual material, 218 colour photographs and slides, 11 posters, 1 Betacam videocassette, 2 VHS videocassettes, 84 microfiches of textual material, and one 16 mm film created by the Department of Economic Development and Tourism. The majority of the textual material is comprised of files from the Central Registry system. It also includes some records from regional offices.

The Directorate series (60 Block), dating from 1960-1993, includes policy files, organization and evaluation files training files, long range planning files, Economic Development Agreement (EDA) files, files related to the NWT Business Development Corporation and the NWT Business Credit Corporation, reports for headquarters and regional offices, base line studies, business development and impact studies; project files of significance to the Deputy Minister, speeches, records related to the reorganization of the Department, conference and committee files from the Business Development Committee and Intersettlement Trade Advisory Committee, community files that relate to economic development project proposals, settlement files, materials related to the Council of the Northwest Territories, Commissioners tours, and other organizations involved in economic development in the North, as well as files related to the Mackenzie Highway committee and the Mackenzie Pipeline initiative.

The Tourism and Parks Series (61 Block) dating from 1962 to 1998 includes records concerning the development of parks and the tourism industry in the North, such as administration, community consultation, promotion and marketing, research and development, feasibility studies and reports. The files include copies of the Explorer's Guide, records related to promotion efforts, visitor studies, camps, fishing and hunting lodges, as well as information and minutes from meetings for the NWT Hotels Association, Keewatin Tourism Committee, Northern Frontier Country Tourism Committee, Travel Industry Association, Big River Country Travel Association, Western Arctic Visitors Association, and the Arctic Coast Tourism Zone Association.The records concerning parks development date from 1970 to 1996 and relate to the development of signage, historic sites and tours, interpretive displays, visitor's centres, exhibits and general park and campground development, including infrastructure. The files contain reports of consultants, contracts, and negotiations with stakeholders such as communities and tour operators. The files are organized by individual park or project. There is also a file describing the department's involvement with Hanging Ice Bison Ranch. There are also two 1992 videos promoting the Thelon and Kazan Rivers as canoeing destinations.

The Economic and Industrial Series/Industry and Commerce Series (62 Block) dating from 1960-1987, includes files relating to Cooperatives, Arts and Crafts, Business Development, the Economic Development Agreement (EDA), the Canada - NWT Oil and Gas, Minerals Accord from the early 1990s. Foods, Settlements, Project Operations, Companies, Forestry, Marketing, Agricultural and Industrial Development-Financial Planning.

The Employment Series (67 Block), dating from 1969-1983, includes committee records, community employment files, liaison with local industry files, liaison with other government agencies, local initiatives program files, Inuit relocation files, apprenticeship program files, Manpower Needs Committee files, Employment of Native Northerners files, training programme files, and monthly reports by region.

The Administration Series (68 Block), dating from 1978 includes material related to a Regional Superintendent's Conference.

There are also records from the Loans and Grants Series (69 Block), dating from 1967-1986 and include files relating to the Small Business Loan Fund, Eskimo Loan Fund, Indian Loan fund, Assistance to Fisherman Policy and Correspondence, Tourism Development Grants and Promotion Grants.

The records for the Fort Smith/South Slave Regional Office include Tourism Marketing Program Summary Package, Consumer & Travel Trade Show Staff Attendance manual, Division of the Northwest Territories Implementation Plan, records of the Regional Coordinating Committee for Fort Smith and the Senior Management Committee of Economic Development and Tourism, Tourism Marketing Services program records, reports, and correspondence. Other records document participation in the Tourism Training Group, NWT Arctic Tourism, and Deh Cho/Mackenzie Connection. There are also records relating to departmental logo and slogan, and reorganization and business planning.

Also included in the textual material is a ledger recording fur sales between 1939-1969, a list of trading posts and outpost licenses that were issued in the Northwest Territories between 1962-1977, correspondence and applications for funding for economic development projects within the Northwest Territories, such as the Eskimo Dog Research Foundation and material relating to federal employment initiative programs, such as the Subsidized Term Employment Program (STEP). There is a series of reports and papers from the Planning and Resources Development Division concerning the development of renewable resources, such as northern minerals and oil, marketing plans and economic prospects for the NWT, the Cooperative (Co-op) movement and the Small Business Loan fund. In addition to reports and studies, there is policy material from this division, as well as committee files from the Resource Development Committee, Committee on Incentives for the Development of Remote Regions, Technical Committee of the Water Board, Transportation Standing Committee, Environmental Review Committee and the Norman Wells Impact Task Force. There is also promotional material, and tourism industry booklets produced by the Department, TravelArctic and other arms-length agencies. Additional records include Heritage River studies and reports and a feasibility study on a wild game processing plant. There is also a series of reports relating to fisheries from the 1990s.

The photographs depict a Dene and Inuit arts and crafts display, as well as images of traditional Dene and Inuit games, which were exhibited during the 1976 Montreal Olympics. In addition, there are photographs of festivities that took place in Resolute to celebrate the establishment of Ellesmere Island National Park. In addition, there are slides generated by the Arts and Crafts program that depict beadwork, clothing quillwork and arts and crafts production within several communities in the Northwest Territories. The Betacam videocassette is a production entitled "Dene Arts and Crafts", which was produced by Swan Productions in conjunction with the Department of Economic Development and Tourism.

The G-2007-025 accession consists of approximately 30 cm of reports, brochures and other textual material. The material mainly consists of policy guides, published reports and brochures. Topics range from tourism development, region economic studies, how to start your own business, venture capital grants, information on co-operatives, and information on trades. Notably this accession includes a guide on how to properly format the blue on white polar bear NWT logo for printing on promotional material.

This fonds consists of 5 photographs, 74 cm of textual material and 48 reels of microfilm from the Department of Industry and Development. The bulk of the textual material is from the Central Registry filing system and contains records from the following program areas: Economic and Industry and Industry and Commerce Series (62 block) which includes records relating to Arts and Crafts and Industry Projects; Game (63 block); Fisheries (65 block); Administration (68 block). The 48 microfilm reels contain records dated 1970-1973 from the Central Registry file system and contain records from the following program areas: Directorate (60 block); Tourism (61 block); Economic and Industrial (62 block); Game (63 block); Forestry (64 block); Fisheries (65 block); Administration (68 block); and Loans and Grants (69 block). The textual material wildlife management records such as game officer reports, trapping area listings, general hunting license listings, and a binder related to a Game Officers Conference held in 1969. The photographs depict the Northwest Territories float that was entered into the 1967 Grey Cup Parade in Ottawa, Ontario. Emmeline Curley, Georgina Blondin and Jean Anne Hartley are featured in the photographs. The remaining textual material contains information releases by the Northwest Territories Tourist Office relating to the Grey Cup Parade and newspaper clippings, correspondence and notes relating to Grey Cup Activities. There are also four reports dated from 1966-1973 dealing with tourism development in the Northwest Territories and publications from 1970-1971 on community data and settlement reviews.

Locations include: Arctic Red River, Slave River rapids, Bloody Falls, Aklavik, Fort Smith, Coppermine River, Fort Resolution, Herschel Island and St. Albert (Alberta).

This fonds includes records of the Metis Nation (formerly the Metis Association of the NWT) for the period 1974-2000. The records include 981.0 cm, 11 8" floppy disks, and 58 3½" floppy disks of textual records, 9 maps, and 24 photographs of processed records relating to the Metis Association and Metis Nation. The records are divided into six series: Governance, Locals, Chronos, Administration, Membership/Enumeration, and Projects.

Yet to be processed: There are 4500 photographs of Metis Nation staff and events in colour print, b/w print, colour slide and negative formats. Many of the photographs are b/w prints stamped as being from archival institutions, such as the National Archives. Audio recordings include 1800 audio cassettes of oral histories and recordings of the annual general assemblies. Videos include 200 VHS and Umatic format videocassettes with footage of annual general assembly as well as videos produced for the Metis Nation.

This fonds consists of 2.30 m of textual records, 1 audio cassette, photographs, and 5 CDs and 1 USB stick of digital records, including some created by the WSCC's predecessor, the Workers' Compensation Board. Records include meeting materials from the Governance Council and the Audit Committee, Minister's and President's Chronos (correspondence), and meeting materials for meetings between the Nunavut and Northwest Territories Ministers responsible for the WSCC. The records also include financial statements, agreements, strategic planning workshop material, survey results, records relating to legislation, and a memorandum on the release of employer safety records under ATIPP.

Records from the Prevention Services division include investigation reports on fatalities and an evaluation of the Safe Advantage Program.

This accession consists of approximately 8.5 meters of textual records created by the Bureau of Northwest Territories and Yukon Affairs and its various predecessors between 1921 and 1948. Also included is a small amount of material generated by successor agencies from 1949 to 1953.

The information contained in these files relates chiefly to administration of services to individuals and organizations rather than policy. Most of the information in the files can be arranged under one of nine main headings: 1) Records of criminal investigations and prosecutions; 2) Records of accidents and missing persons; 3) Applications for naturalization (Pre 1931 only); 4) Relief for destitute natives; 5) Inuit census 1939-1942 conducted by Royal Canadian Mounted Police (RCMP) posts in the Arctic; 6) Licenses; 7) Administration of goods and property of inhabitants who died or were incapacitated; 8) Income Tax; 9) Personnel records relating to headquarters staff in Ottawa. The records have been organized in series, which follows a general, but not strict chronological order: Series 1 1921-1939; Series 2 1939-1947; Series 3 1947-1953; Series 4 1923-1949.

Very large gaps appear in the file numerical sequence. Losses and transfers caused some of the gaps, assigning old files new numbers in the system whenever they were "brought forward" likely caused others. The majority of the gaps likely occurred when general housekeeping destroyed files of little value. Moreover, files dealing exclusively with the Yukon were transferred to the Yukon Archives. This filing system established in 1922, was a strictly numerical one and by 1953 when a new system was established, over 23,000 files had been registered.

A small amount of material in this fonds (one folder) was received separately from the federal government transfer and was not included in the arrangement listed above. It consists of correspondence from the files of two successive directors, J. Lorne Turner (1936) and R.A. Gibson (1937-1943). Included in the correspondence are a few items pertaining to R.A. Gibson's role as Deputy Commissioner (a position he held through this period, in addition to becoming director of the Lands, Northwest Territories and Yukon Branch in 1937). Material from J. Lorne Turner's file documents includes, among other issues, a food shortage in Coppermine in September 1936.

The records from the Corporate Service Division and Governance Council/Executive Services are comprised of minutes, agendas and reports from the Executive Committee, Management Group, Investment Committee, Legislative Review Committee, Audit Committee, Senior Management Committee, Leadership Committee, Major Stakeholders, Occupational Health and Safety Committee, Planning Committee, Northern Options Committee, Policy Review Committee and Operations Committee, and meetings with the Minister and Joint Ministers. Records also include some incoming and outgoing correspondence of the President and Minister Responsible, briefing notes, an Information Systems strategic plan for 2002-2004, and a file relating to the legal action taken by the families of workers who died in the 1992 Giant Mine explosion. In addition, there are records of meetings of the Board of Directors and its successor the Governance Council, as well as their subcommittees.

There are also records from the Policy, Planning & Evaluation and Communications & Information divisions, including communications strategies, program evaluation and organizational review files, action plans, Public Image Committee files, promotional materials, stakeholder relations plans, reports on proposed programs and assessment rates, copies of the "Reflections" publication, board directives, and correspondence regarding board appointments. There are also records regarding the planning and organization of events held by the Workers' Compensation Board to promote and educate the public on workplace safety. Records also include Corporate Plans (2004-2006, 2006-2008) and Annual Reports, which include an incomplete set of annual reports from the Workmen's Compensation Administration, the predecessor of the Workers' Compensation Board.

Records from the Legal Services division include files related to the Workers' Compensation Board Review Panel; legislative reviews of the Workers' Compensation Act, as well as its related ordinance and regulations; a WCB legislative proposal related to the Years Maximum Insurable Remuneration (YMIR); development of regulations for the Assessment Division; and files tracking Mine Health and Safety Act mandated inspector appointments. Records also relate to the Joint Mine Occupational Health and Safety Legislation Committee, the operation of the Renewable Resource Harvester Program, and the Operational Health and Safety amalgamation with WCB (1996). The records also include Board meeting minutes from November 17-20, 1992 on cassette tape and a ministerial discussion paper.

Records relating to the NWT Regional Operations Mine Inspector's office include mine inspector reports and incident/accident reports for mines in the Yellowknife area. There are eight brochures and pamphlets on programs and information from 1982-1984, covering information on workers' compensation for employees, employers and hunters and trappers; first aid training and a safety incentive program. There are copies of the Mine Rescue Review newsletter produced by the Workers' Compensation Board as well.

From the Prevention Services division, there are records regarding safety education and safety education program evaluation, as well as reports detailing divisional objectives, program evaluation files for the Safety Incentive and Rate Reduction Program (SIRR), and investigation reports on fatalities.

Records also include the results of a Client Services Delivery audit; review and evaluation of the SIRR (Safety Incentive Rate Reduction Program); a Final Report on the WCB by the Chief Commissioner; a report on injured workers that was prepared by Avery Cooper; strategic planning and corporate planning material; program reviews; a copy of an operational review of the WCB; records on the Workers' Compensation Board Safety Education program; policy issue and draft policy files; operational requirements and communication protocol for the Workers' Advisor; records on proposed and actual changes to the WCB as a result of division between Nunavut and the Northwest Territories; and records relating to the amalgamation of Occupational Health and Safety from the Department of Safety and Public Services with the WCB.

This fonds documents three generations of the Glick family over the course of the twentieth century: Jacob Isaac (J.I.) Glick and Sadie Glick, their son Harold Glick, his wife Zelda (Vinsky) Glick, and their children Leah, Murray, Jeffrey, and Marilyn Glick.

The records in Series 1-7 and 11 were predominantly created and maintained by Jacob Isaac Glick between 1925 and 1973. The records in Series 1 relate to his work as a fur trader and prospector in northern Ontario, his criminal trials and incarceration, and his military service during the Second World War. Series 2, 3, 4, 6, and 11 his postwar business activities in Yellowknife, including the Veterans Restaurant (Veterans Café), Central Real Estate, the Gold Range Hotel, Premier Electrical, Lizel Holdings, and La Gondola Restaurant. Series 5 and 7 document his personal and political activities and perspectives, including his membership in the Yellowknife Town Council and the Northwest Territories Progressive Conservative Association.

The records in Series 8-12 were predominantly created and maintained by J.I. Glick’s son Harold Glick between 1955 and 2007. They document local business activities including Yellowknife Radio Ltd, Williams Electronics, Lizel Holdings, the 50-50 mini mall, and mining interests, as well as travels and international trips taken by the Glick family through their work with YK Radio.

Records in Series 13-15 document the personal (non-business) life of the Glick family. The records in Series 13 document the personal life of the Glick family, including correspondence between family members and from friends and family across Canada and internationally. Records also include sound recordings made by family members in Montreal for J.I. Glick and Sadie Glick in Yellowknife, as well as recordings of an interview (oral history) with Harold Glick by his grandson Jeremy Glick in 2007. Series 14 includes extensive documentation of schooling in Yellowknife in the 1960s-1980s, including yearbooks and school newsletters distributed by Yellowknife Public School, William McDonald Junior High, St Patrick’s High School, and Sir John Franklin Territorial High School. Also included is some documentation of extracurricular activities of the Glick children from the 1960s-1980s. Series 15 contains a collection of souvenirs maintained by the Glick family, including programs and flyers from community, musical and sporting events held in Yellowknife, as well as NWT tourism guides, and souvenirs from trips abroad.
