This fonds consists of approximately 29.49 meters of textual material, two reels of microfilm, 11 microfiches, 2 Betamax videocassettes, and 3 architectural drawings created by the NWT Housing Corporation. The bulk of the material consists of correspondence, minutes, reports and decision papers from the following committees and working groups: Board of Directors Human Resources Committee, Policy Committee, Finance Committee, Housing Committee, Prime Public Authority Steering Committee, Senior Management Committee, Advisory Committee, Housing and Services for the Aged and Handicapped Committee, Tripartite Management Committee, Planning and Monitoring Committee, Advisory Committee on Social Housing, Maintenance Management Review Committee, Staff Housing Infrastructure Review Committee, Retrofit 2 Review Committee, Informatics Committee, Strategic Planning Committee, Social Envelope Committee, Maintenance Steering Committee, Harmonization Working Group, Harmonization Committee and Corporate Executive Committee. There are also minutes, reports and correspondence from District construction meetings, community consultation meetings including the community empowerment initiative and various inter-departmental committees.

The files from the policy and research programs relate to the development of a new Rent Scale Program, Homes for Seniors Program, and Northern Housing Program, and also include program delivery records for cost-shared programs with the Canadian Mortgage and Housing Corporation (CMHC) such as the Rental Program, Emergency Repair Program, Homeownership Program and Residential Rehabilitation Program. There are also files related to a training education and development proposal, surveys and reviews of NWTHC programs, housing needs survey reports for the communities of Iqaluit, Kugluktuk, Yellowknife, Bay Chimo, Pelly Bay, Pond Inlet, Norman Wells, Wha Ti, Paulatuk and Snare Lake, as well as a case study on housing in Fort Good Hope. There is also material related to a review of the status of the Housing Corporation as a Crown Corporation and manuals and planning files related to the NWTHC Maintenance Management System, the Management Information System (MIS), Building and Learning Strategy and Core Need Income Threshold.

In addition, there are files relating to the relationship between the NWT Housing Corporation and district or regional housing authorities including files regarding the administration of the Local Housing Organization program, minutes of the meetings with regional housing authorities and signed management agreements with these regional housing authorities.

There is also a small number of files from the Operations Division and Finance and Infrastructure Services, including guidelines and policies related to social housing and modernization improvement program, an Electrical Use Study, and several files concerning the Corporation's involvement and response to the GNWT Utilities Reduction initiative. From Finance and Infrastructure Services there are policies and procedures manuals documenting financial functions of the NWT Housing Corporation. There are also agreements between the Housing Corporation and the Canadian Mortgage and Housing Corporation, the Nunavut Housing Corporation, and the Northwest Territories Mortgage and Loan Company. Also included is the Housing Implementation Strategy and an agreement regarding staff housing program responsibilities. There are also two Betamax format videotapes entitled: "Homeownership Assistance Program" and "House Construction (Part 1) Homeownership Assistance Program".

The files from the Programs and District Operations division include records about the Alternate Housing Program, the Home Improvement Program, the Rental Housing Admission process, consultations on CHMC program review, records from the Homeownership Assistance Program (HAP,) and the HAP Allocation Committee, economic rent calculation, consultations and other records regarding Rent Scale, and policies and procedures for the Corporation. The files from the Policy, Programs and Informatics division include records about the Rent Supplement program and copies of NWT Housing Corporation policies, directives, and procedures.

This fonds consists of records from the Directorate, Policy, Legislation and Communication division, Wildlife and Fisheries division, Parks and Tourism division, Investment and Economic Analysis division, Industrial Initiatives division, Environmental Protection division, Minerals, Oil and Gas division, Fort Smith region, the Energy, Mines and Resources Secretariat and the Energy Secretariat of the Department of Resources, Wildlife and Economic Development dating from 1926-2007.

The records from the Policy, Legislation and Communication division primarily consist of project report files related to a variety of departmental programs and initiatives including resource management, the Protected Areas Strategy, hunter and harvester assistance programs, Land Use Planning committees; legislative initiatives; strategic planning, oil and resource development strategies; parks and tourism; departmental operational review and organizational reviews; policy and legislation development committees, senior management committees and working groups. There are also records relating to the development of Forest Fire Management and Species at Risk legislation, amendments to the Wildlife Act, regulatory changes to the Forest Management Act and Territorial Parks Act, and protocols and regulations in regards to land claims agreements with Indigenous groups as well as feedback from the public, as well as records related to the development of the Business Development and Investment Corporation Act. Also included in the records are four signed agreements, the environmental agreement with BHP, the Environmental Agreement with DeBeers Canada regarding the Snap Lake Diamond Project, the Socio-Economic Agreement with DeBeers Canada regarding support of the secondary diamond industry in the NWT, as well as a Cooperation Agreement with the federal Department of Indian Affairs and Northern Development respecting the Giant Mine Remediation Project. The records also document RWED's participation in the Sahtu Renewable Resources Board and preliminary screening of water and land use applications. Records relating to Wildlife Management include those on the subjects of disease, endangered species, land use, predator control, trapping, hunting, fur production and harvesting data, fur marketing, support for harvesters, hunting and trapping associations, outfitting, environmental protection and conservation, environmental assessment and monitoring, land claims, trapper taxation, trapping standards, animal sightings, game management reports, registered trapping areas, pipelines, sport fishing and lake stocking, fisheries management, conservation education, business opportunities, national parks, territorial parks, preserves, sanctuaries and refuges. Records also include federal committees and studies, manuals, permits, licenses, newsletters, annual reports, strategic plans, and administrative records (ie. Staffing - GNWT policies), mandate documents, and staff chronos relating to the operation of the Division. The wildlife management records include studies or records relating to falcons, gyrfalcons, geese, duck, swans, bears, bison, beaver, sheep, caribou, fox, reindeer, wolf, muskoxen, muskrat, marten, mink, lynx, wolverine, moose, hare, waterfowl and arachnids (spiders). Policies and programs covered by these records include the Guiding and Outfitting Policy, Fire Management Policy, Firearm Safety Instructor Course Program, Bathurst Management Planning Committee, Trapper Treeline Program, Trapper Training, Harvesters Assistance, Trapper Compensation, Community Freezer Program, Fur Program, trap exchange, fur marketing, Biodiversity Working Group, interaction with COSEWIC, and the Fish and Wildlife Service Policy. The textual records and slides relating to the Parks and Tourism division date 1979-2006 and include Economic Development Agreement (EDA) files (contribution files), interpretive centre and display project files, signage and design files, map planning and development, campground reports and statistics, public image documents, records relating to the development of the Explorers' Guide, tourism promotion planning, and tourism studies. They also include capital project records relating to historic sites and properties, territorial parks operations and development, events such as Expo '86, and structural objectives of the Division. There are also minutes and planning documents from internal Tourism meetings, Tourism Marketing Advisory Committee, the Protected Areas Strategy, NWT Arctic Tourism and a file related to the NWT Tourism Industry Association Review that was prepared by a consultant for the department. There are also ministerial, deputy minister and assistant deputy minister chronos.

The files from the Investment and Economic Analysis division date from 1990-2006 and include records on the marketing and promotion of northern arts in crafts in North America, Japan and Europe, egg marketing, the role of the department in the development of the Master of the Arctic exhibit, establishment of the Business Development and Investment Corporation, arts and culture strategy, Northern innovation, the diamond industry, and manufacturing strategy. The majority of the files consist of strategic planning materials concerning public relations for the department, business planning files related to arts and crafts development in the communities, briefing notes, agreements, reports, Decision papers, meeting material, and reference material. There is also Deputy Minister correspondence concerning the relationship between Economic Development and Tourism, Business Credit Corporation and NWT Development Corporation, as well as briefing notes, files from senior management meetings and Premier Panel Meeting, files regarding the Arts and Crafts Committee and internal newsletters. There are also files generated by intergovernmental committees and commissions, including the Business Incentive Policy review and the Banker's Commission.

The records from the Directorate primarily consist of Ministerial and Deputy Minister chronos and briefing books. There are also departmental planning files including records from a Departmental Review Committee related to consolidation of the following departments: Economic Development and Tourism, Energy, Mines and Petroleum Resources and Renewable Resources, as well as minutes and materials from departmental Senior Management meetings and workshops. There is also a file for 2004 meetings of the Legislation Committee to review alterations to legislation and regulation for the Department. In addition, there are files related a variety of issues from several divisions within the department, including records related to wildlife management, forest and fire management, including annual forest fire operations reports, the development and privatization of NWT parks, marketing strategy for tourism in the NWT, the operation of the NWT Business Credit Corporation and NWT Development Corporation, records regarding the Economic Development Agreement (EDA), records from the Deputy Minister's Committee on the Devolution of Lands and Resources, as well as records relating to RWED's co-lead role in the development of a National Diamond Strategy. Records also include deputy minister's files on the Arctic Energy Alliance, from when the deputy minister sat on the Board of Directors.

The records from the Minerals, Oil and Gas division relate to the "Increasing the Number of Northern Workers in the NWT Mineral Industry - Impacts and Strategies" study, mineral sector annual reports, Project Rocks educational resources, mining and exploration surveys, mineral royalty and mining taxation options, a draft Mining Income Tax Act, website development for the Coronation Gulf Mineral Development Area and the Mackenzie Valley Mineral Development Area, and mineral exploration projects. The records also include maps showing mineral deposits and petroleum resources. Records from the predecessor department of Energy, Mines and Petroleum Resources are also present in large quantities.

This fonds also consists textual material comprised of publications from the Department of Resources, Wildlife and Economic Development. The reports date from 1997-2006 and relate to animals and flora, specifically caribou, wood bison, muskox, dolphins and black spruce trees. Topics cover wildlife management, migration, calving grounds, population distribution, wildfires and seasonal movements and migration.

This fonds also consists of files related to the Trade and Investment Division and Economic Planning Division. This material consists of three files relating to mining industry winter road access, one file with varied material regarding NWT investment and trading strategies, including a brochure and report. There is one file on the Aurora Fund, a venture capital fund related to the federal Immigration Investor Program. Finally, there is one file containing a consultant's report on household expenditure cost differentials between the NWT and southern communities.

The fonds also includes files from the Industrial Initiatives division. This material relates primarily to diamond mining and gas pipeline projects and includes committee material, briefing notes, speaking notes, reports, and grants and contributions policies and procedures.

The fonds also includes records from the Fort Smith Region, including job descriptions, organizational charts, meeting materials, correspondence, site assessment forms, and records of the 1997 Fort Providence Prescribed Burn project.

The fonds also include records from the Inuvik Region relating to community economic development.

This fonds also consists of files related to the Energy, Mines and Resources Secretariat. This material includes correspondence regarding energy alternatives as well as natural gas power feasibility for Inuvik and Hay River, mineral development, strategy and northern hiring practices, Development Impact Zones (DIZ's) and major project preparedness for full-scale hydrocarbon development of the Northwest Territories.

This fonds also consists of files related to the Energy Secretariat, tasked with drafting an energy strategy for the NWT. Materials include workshops, meeting minutes, public consultations, stakeholder responses, correspondence and a discussion paper, "Towards an Energy Strategy for the NWT."

This fonds also consists of files related to the Environmental Protection Division. This material includes correspondence, meeting minutes, society formation and workshop proceedings of the Arctic Energy Alliance, created in concert with four other Government of the Northwest Territories organizations and the NWT Association of Municipalities.

This fonds consists of 332 black and white photographs of Miss Castonguay's time spent in the Northwest Territories, primarily in the Mackenzie District, in her capacity as a schoolteacher. The photos cover areas of the north, including Fort Resolution, Fort Rae, Fort Smith, Fort Wrigley, Hay River, Norman Wells, Fort Simpson, Fort Norman (Tulita), Fort Good Hope, Aklavik, Fort Reliance, Fort McMurray and the Great Slave Lake area. There are images Josephine Castonguay's family members, Grey Nuns, Catholic priests (OMI), mission facilities, treaty days, and Dogrib settlements or camps. There are also images of floatplanes, travel by dogsled, and a variety of boats, paddle steamers, sailboats and schooners such as the S.S. Distributor, Northern Echo, S.S. Pioneer and Athabasca River, S.S. Northland Trader, Dease Lake, Immaculata and Ptarmigan.

The fonds consist of 48 Betacam videocassettes, 6 audiocassettes and 6 cm of textual material. The videocassettes contain stock footage documenting the construction of a birchbark canoe for the Dogrib Birchbark Canoe Project, which took place in May-June, 1996. In addition, there are 2 professionally produced Tlicho (Dogrib) language (English subtitles) broadcast versions of the project; one version is 0:29 in length, the other 0:40. The broadcast versions were completed in early-1997. The 6 audiocassettes contain Tlicho (Dogrib) language interviews conducted at the Prince of Wales Northern Heritage Centre, as well as corresponding typed transcriptions. The textual material also includes proposals, project reports, logs for the videocassettes and letters of support.

This fonds consists of approximately 8 cm of textual material. The fonds is comprised of three accessions; the first accession consists of court documents from the Stipendiary Magistrate. The documents relate to a legal dispute between Archibald Bonvie and Canada Catering Company. The second accession consists of nine volumes of transcripts from the Supreme Court. The proceedings deal with an application by Chief Francois Paulette, who lodged a caveat with the Registrar of Land Titles, in 1973.

5 cm of published reports and information booklets contain annual fire loss reports of the Chief of Safety as well as informational brochures on public safety topics such as fire, poison, home and industrial safety, with accompanying illustrations. These documents date from 1971-[1979].

This fonds consists of approximately 9.5 cm of bound comic books and published reports produced by the Department of Social Development. The material dates from 1971 to 1977 and includes four bound comic books of Captain Alcohol, produced by the Alcohol Education Program of the Department in 1973. There are also several published reports on various topics such as correction services, health services, human resource planning and a cost of living study.

This fonds consists of approximately 2 meters of textual records. Records relate to the transfer of personnel from the federal government to the GNWT, policy manuals, directives and guidelines related human resource issues, publications for employees, a newsletter, manager's guides to performance review and planning and classification, and chrono files from the office of the Deputy Minister.

This fonds also includes records from the Equal Employment division, regarding the Affirmative Action Advisory Committee, 1990-1991.

This fonds also includes an operational review of regional offices in 1990 by the Deputy Minister.

Records from the Directorate and Corporate Services division include ministerial and deputy minister's chronos, briefing books, minutes and supplementary materials from the Deputy Ministers' Human Resources Committee and other interdepartmental committees, meeting materials from the departmental Senior Management Committee, and notes and reports regarding employee surveys and human resource processes and procedures.

Records related to the Labour Relations and Compensation Services Division include meeting minutes of human resource professionals chaired by a representative of the Executive, as well a meeting minutes and supplementary materials from deputy ministers' committees and inter-departmental committees in regards to the process of amalgamating all human resources into a singular Department in 2005.

Records from the Corporate Human Resources and Human Resource Strategy & Policy divisions, predecessors of the Strategic Human Resources division, include files related to the Premier's Awards, Public Service Annual Report, and a proposed diversity strategy.

This fonds contains textual records dating from 1930-1971, and is predominantly comprised of correspondance exchanged during John Goodall's tenure as an elected member of the Council of the Northwest Territories from 1954-1967. Along with professional and personal correspondance, this fonds contains a series of handwritten notes detailing Goodall's presentations during council, motions and sessional papers annotated by Goodall, numerous additions of the Fort Simpson Sacred Heart Mission newspaper (Catholic Voice), and memoribilia.

This fonds consists of audio reels, audiocassettes, microfilm and textual records that were created by linguist Dr. Robert Howren beginning in the late 1960s to 1982. The textual material is comprised of 28 notebooks containing his field notes. They are in several series: 1967, 1969, 1971, 1972, 1973, 1977, and 1982. The sound recordings, recorded mainly in Tlicho (Dogrib) but also in Chipewyan, Gwich'in, and North Slavey, include 114 audiocassettes and 231 audio reels, which, in the majority of cases correspond directly to the sound recordings. The audio reels range in date from the late 1960s to the late 1970s; the audiocassettes date mostly from 1982. The languages on the tapes and in the notebooks is mostly Tlicho (Dogrib), however, Dane-zaa (Beaver), Slave, North Slavey (Hare) and Sarcee are also included. The speakers on the tapes are mostly Vital Thomas, but also include: Madeline Ayah, Harry Bearlake, Alphonse Eronchi, Susie Abel, Rosa Mantla, Ernie Camsell, Elizabeth Mackenzie and John Mackenzie, among others. There are 6 reels of microfilm, five of which relate to Slave language grammars and lexicons that likely date from the 1950s or 1960s. The other reel, dated 1971, is marked only with the title Golla, V. Hupa.

This fonds includes records from the Directorate, including Ministerial and Deputy Minister Chronos and briefing books. It also includes records concerning the financial impact of division, including: proposals, workbooks, records of committees and executive summaries prepared by consultants. Also included in Directorate records are files relating to the purchase and transfer of the Northern Canada Power Commission to the GNWT.

Also within this fonds are records from the Finance and Fiscal Policy Division. The files include records related to the financial negotiations between the federal government and the related stakeholders involved in the division of the Northwest Territories and the creation of Nunavut in 1999. Records also include files of the Division Special Committee Working Group and the Northern Representatives (NERN) Committee, transfer of financial responsibility of Arctic Airports and fire management programs from the federal to territorial government, files tracking the changes and negotiations regarding property, education and income taxation, as well as economic policy issue files.

Records from the Corporate Affairs Division include files related to financial aspects of self-government agreements, amendments to the Liquor Act and Financial Administration Act, GNWT debt and borrowing, and a 1997 strategic plan for the department.

Records from the Management Accounting Services division include an organizational review of the payroll and employee benefits functions and a report on the provision of payroll services to Boards of Education.

Records from the Internal Audit Bureau include meeting packages of the Audit Committee, which provides oversight for the Bureau.

As well, there are records from the NWT Liquor Commission, consisting of seven annual reports (38th to 44th, dated 1992-1998) from the Commission; correspondence regarding various issues with the public, appointments and revocations, and management of liquor warehouse and retail stores; reports related to surveys and planning; and correspondence and memos related to the transfer of administration of the liquor system to the territorial government. Records from the Liquor Licensing and Enforcement division include correspondence and notes from a public meeting in Yellowknife and a newsletter produced by the Liquor Licensing Board for licensees.

The fonds also includes records from the Finance Information Systems Steering Committee (1979).

This fonds consists of 3 m of textual material created by John H. Parker throughout his career spent in the Northwest Territories. Included are records related to the transfer of responsibilities from the federal Department of Indian and Northern Affairs to the then fledgling Government of the Northwest Territories. There are also files on a variety of political subjects including constitutional development, devolution of responsibility from the Commissioner's Office to the elected Executive Council, and land claims and the division of the Northwest Territories. John Parker was also involved in many groups and associations. Records of the Legislative Assembly Building Society, the Science Institute of the Northwest Territories, the Fox Moth Society, and St. John Ambulance are found here.

This fonds consists of textual, graphic and cartographic materials produced durning Noble's numerous archeological expeditions in the NWT, and includes extensive field notes, original archeology reports, extensive cataloguing and analysis of artifacts found at sites, academic research and academic reports. This fonds also contains two binders of b&w photographs of the construction of Pine Point taken by Jim Cameron in 1929. Additionally, four binders in this fonds contain first flight air covers collected by Noble dating from 1929 - 1991.

This fonds consists of 9 cm of textual records and 20 MB (megabytes) of textual records and graphic materials generated by OutNorth. The records document OutNorth's advocacy, educational, and social activities and include meeting minutes and agendas, newsletters, press releases, websites, event flyers and tickets, membership recruitment, promotional materials, and newsclippings. The records also includes some event flyers predating OutNorth, and an interview with Lorne Gushue.

The fonds consists of 16.5 cm of textual records, 23 colour slides, and 20 maps created, collected, and used by Parsons during the course of his career as a pilot. The textual records include correspondence, certifications, exams and study notes for various aircraft, and records of training and flights taken. The slides appear to relate to his flights in the Arctic and show a number of unidentified people and communities. The cartographic material consists of maps, which Parsons used as working documents to plan routes.

The photographs are images of College events, classes, staff, and students. The bulk of the textual records were created by the offices of the President and Vice-President (Aurora Campus, Inuvik) and include Board records, correspondence, reports, program files, committee files, policies, strategic plans, organizational charts, job descriptions, marketing files, and newsletters. There is also a series of minutes from the Board of Governors of Thebacha College and Arctic College as well as several committees reporting to the Board.

Included are research material, reports, land use studies, correspondence, manuscripts, photographs, maps and plans. This material was produced in the course of Peter Usher's academic research, as well as research projects undertaken for a variety of clients.

The fonds consists of 2214 photographs (1232 black and white negatives, 982 colour negatives) created by both Gerry Reimann and Bob Wilson during the store’s operation. The photography is a mix of commissioned work, such as portrait or family photography, schools, businesses, organizations, or government work, and non-commissioned photography, such as community events or photography of YK Foto. Due to this, the commissioned work has multiple copyright holders, which are noted where appropriate.

This fonds consists of 2.30 m of textual records, 1 audio cassette, photographs, and 5 CDs and 1 USB stick of digital records, including some created by the WSCC's predecessor, the Workers' Compensation Board. Records include meeting materials from the Governance Council and the Audit Committee, Minister's and President's Chronos (correspondence), and meeting materials for meetings between the Nunavut and Northwest Territories Ministers responsible for the WSCC. The records also include financial statements, agreements, strategic planning workshop material, survey results, records relating to legislation, and a memorandum on the release of employer safety records under ATIPP.

Records from the Prevention Services division include investigation reports on fatalities and an evaluation of the Safe Advantage Program.

This fonds consists of records of operation of the Science Institute of the Northwest Territories. Records include Science Advisory Board meeting minutes and annual reports, Constitution and By-Laws and Some Observations and Recommendations on the Formation, Organization and Management of the Northwest Territories Science Institute, legislation, briefing notes, minutes of several meetings of the Science Institute Board of Governors, strategic planning and review documents and report, a draft policy manual, documents on goals and objectives, a polonium and lead transfer study, beluga whale review, staff meeting notes, board membership information, discussion notes, annual reports, and correspondence regarding the cooperation and eventual merger of the Science Institute with Arctic College (later Aurora College).
