This item consists of one tape with two sides.

Side A is a speech from Bobby Porritt about the upcoming election. The recording seems to be Porritt practicing the speech as he restarts several times. He discusses the need for experienced government, his vision for the north, and moving the capital. The total runtime is about 10 minutes.

Side B is a recording from a radio broadcast concerning early aviation in NWT. Around 2:12 it switches to debate of poor audio quality, regarding human rights in the NWT and the development of the NWT. It is only a fragment of a presumably longer debate, and it cuts out abruptly around the 7:10 mark.

This is a recording of a report concerning the arrival of Arthur Laing in Yellowknife, Minister for Indian Affairs and Northern Development, discussing the changes involved in implementing the Carrothers recommendations to bring the territorial government to the NWT. There is a great deal of chatter and background noise, as it is being recorded in the Elk’s Hall. Frank McCall introduces Laing, before Laing gives a speech regarding the issues surrounding the Carrothers recommendations and establishing a local government, and announcing that Yellowknife would be the capital. The total runtime is 32:13.
