Part of Metis Nation of the Northwest Territories fonds

This item is the third part of a six-part recording of a Metis Association negotiators' and field-workers' meeting on their land claims proposal held February 27-28, 1978. This recording was made February 27, 1978. The meeting is in English. The original source item is side A of a 60 minute audio cassette. The meeting also includes CN-331A, CN-331B, CN-332B, CN-333A, and CN-334A. The meeting continues with discussion of the fourth objective of the Metis Association land claims proposal, presented by President Charles Overvold. Proposed reforms for the territorial government include smaller constituencies, a division in the territory going straight north from the Manitoba/Saskatchewan border, longer residency requirements for people to vote or run for office, and greater authority to be transferred to the territorial government and down to the regions and communities. Objective five is compensation for past exploitation of Indigenous lands and loss of use and enjoyment of them, including an interim payment for Elders and a lump sum payment at the conclusion of negotiations, some or all of which would be put in trust. The sixth objective is compensation for future exploitation of non-renewable resources on Indigenous lands to create an economic base to support the proposed political and administrative structure. These royalties would be controlled by the Mackenzie Native Council or Senate. The seventh objective is to recognize cultural diversity amongst the Indigenous people of the Mackenzie Corridor while working together. The proposal suggests that the Metis Association and Indian Brotherhood come together to form one organization for negotiating land claims. The recording ends abruptly.

Talbot describes a report commissioned by the Territorial Council from David Flynn about community recreation. "Recreation North" has been distributed to communities and interested organizations in the Northwest Territories with the aim of generating discussion and feedback that will show what the community people want so that appropriate policies can be formulated. Talbot indicates that prior policies and programs were imported from the south and not a good fit for the northern context. The recording continues with a presentation by George Talbot on the territorial Department of Recreation (within the Department of Local Government) and its policies to provide supports and grants to communities. Talbot concludes reading the principles and recommendations included in the "Recreation North" report and indicates some of the items they have already taken action on. There appears to be confusion about the purpose of the report and its recommendations and Talbot reiterates the department's desire to get feedback from communities so that policy can be led by what the people want and need, rather than something imposed from outside without input. There is additional discussion on the per capita grant and funding allocation. The recording ends abruptly.

The recording continues with a presentation by George Talbot on the territorial Department of Recreation (within the Department of Local Government) and its policies to provide supports and grants to communities. The meeting participants express frustration that government officials do not spend sufficient time in small communities. Talbot acknowledges this failure and other barriers to small communities in the grant application process. There is additional discussion about the per capita recreation grant and the funding available for facilities. Talbot reiterates that the Recreation North report is not policy, but a discussion paper being used to generate recommendations from communities, which will be used to formulate a draft policy. His plan is to return this to the communities for further consultation before it is presented to the Territorial Council. Participants outline the difficulty of getting feedback from the communities which may have councils but not the time to devote to a review of the report. Talbot acknowledges these difficulties and suggests that assistance can be made available. The recording ends abruptly and some parts of the discussion are difficult to hear.

There is some discussion over who was sent and has received copies of the "Recreation North" discussion paper. The Fort Resolution group is also eager to get their application for a covered skating rink submitted and there is discussion on how they can do that with Talbot's assistance. The meeting then turns to the Winter Warmth program run by the Metis Association. Shirley Zuba is introduced as the new Housing Coordinator to replace Richard Cadieux, as he had become ill and the program had fallen into disarray. It is explained that communities are assigned a budget and can spend within it on labour and materials as they see fit. There are some questions related to specific situations. The recording continues with further discussion of the Winter Warmth program. It is clarified that the Metis Association Board of Directors does not decide which homes to fix, rather that is the responsibility of the individual community committees within the budget determined by the territorial Board. The local committee is also responsible for determining how much to spend on labour and material. An argument regarding the program's administration in Fort Resolution breaks out. A discussion about the overall budget follows. The budget was originally drawn up by Bob Stevenson, the previous year's coordinator, and approved at the last Board Meeting, but will be revised at the current board meeting. There is also a discussion of who is eligible to access the funding, whether it is based on need alone or for all Metis Association members. Excerpts from the contract are read. Some meeting participants are hard to hear and the recording ends abruptly.

The recording continues with further discussion of the Winter Warmth program. Examples are provided of ways people are abusing the program by stockpiling supplies, not using the supplies to fix houses, people selling leftover supplies, people unable to access supplies, and multiple people applying from the same family. The Board agrees that guidelines are needed and begins formulating them. They agree that material must be used in a reasonable length of time before the program ends so that extra material can be used on another house. If material is not used, it should be taken back and reallocated. Mention is also made of a monitoring committee meeting to be held with the CMHC where guidelines on how the money can be used can be discussed and sent back to the local level. Some meeting participants are hard to hear and there is background noise. The recording ends abruptly.

The recording continues with further discussion of the Winter Warmth program and the formulation of guidelines. Additional guidelines include having only the local housing committee chairman or coordinator phone in hours and submit timesheets and only paying for hours actually worked. The program criteria is read allowed and discussed with the conclusion that many applications already received and approved would actually be ineligible. It is agreed that it is too late to change approvals to enforce those criteria for this year as supplies had already been ordered and were on their way to communities. There are additional statements that the criteria have never been enforced and that the locals who should be enforcing them have never seen them. Some meeting participants are hard to hear, multiple conversations are occurring at once, and there is background noise. The recording ends abruptly.

This item is the second part of a five-part recording of a joint Metis Association and Indian Brotherhood (later Dene Nation) meeting in Inuvik, recorded ca. January 1977. The recording is in English. The original source item is side B of a 60 minute audio cassette. The meeting also includes items CN-421A, CN-422A, CN-423A, and CN-423B. The purpose of the meeting is to determine if the Metis Association and Indian Brotherhood can work together and how they might work together. The meeting is chaired by Richard Blake. The recording continues with one of the speakers suggesting that the Bands and Metis Locals hold joint meetings at the community level at least once a month. This will build respect and encourage the Territorial leadership to meet together, as well. He suggests making a commitment to do so at this meeting. The attendees at this meeting appear to feel strongly that the people, not the leaders are the boss and the voice, and that the leaders should be listening to them. They see the need to respect each other. Another speaker suggests that the Metis Association board members travel with Indian Brotherhood on a tour to communities to hear from the people directly. Another speaker feels that neither organization has the funds to finance that idea and instead suggests throwing the idea in with upcoming meetings of each organization that are already planned. The Metis Association is willing to travel with the Indian Brotherhood but needs to put it before their board and get the funds to do it. Another speaker states that he is at the meeting to work out good solutions and urges the attendees not to spread rumours about headquarters. He references the philosophical differences between the Metis Association and the Indian Brotherhood and suggests that if they can better understand each other, they can better work together. He is also in favour of the joint community meetings. A woman suggests that there should be no more going on CBC to accuse people. The recording is poor quality and frequently hard to hear.
