This item is the seventh part of an eight-part recording of the Metis Youth Advisory Council workshop and meeting held September 7-9, 1991 in Fort Smith. The group facilitator is Jane Bartel and youth participants include Pamela Bohnet (Yellowknife), Rhea McDonald (Norman Wells), Renanne Lafferty Gargan (Fort Simpson), Louis Cardinal (Arctic Red River (Tsiigehtchic)), Malcolm ? and ? Camsell (Hay River). This recording was made September 8, 1991. The workshop and meeting are in English. The original source item is side A of a 120 minute audio cassette. The workshop and meeting also includes CN-287A, CN-287B, CN-288A, CN-288B, CN-289A, CN-289B, and CN-290B. The Elders Advisory Council is meeting concurrently (see CN-291 to CN-298). The recording continues with the group reconvening in the afternoon. Bunny Koosel, Executive Director of the Metis Heritage Association also participates. The group discusses the responsibilities and characteristics of the person chairing a meeting, then they begin crafting the operating rules of the Metis Youth Advisory Council. They determine that membership should be limited to Metis youth between 14 and 18 years old who are resident in the Northwest Territories and who are interested and able to take action. There is to be one member from each Metis Local elected by the Metis Youth Club in that community or appointed by the Metis Local executive when no Youth Club exists. The members would be sworn in by the President of the Metis Nation. Roger Rawlik re-enters the meeting temporarily to mention handouts and resource books about running a meeting. The group is summoned upstairs to the concurrent Elders Advisory Council meeting again and on their return to their own meeting, briefly discuss their frustrations with the one-way communication from they Elders and their preference to be included but not dictated to. The group then returns to crafting the operating rules of the Metis Youth Advisory Council. They determine that each sworn-in member should have one vote and that each member can bring an observer from their youth club. The Advisory Council is to have an executive composed of speaker, vice-speaker, secretary, and treasurer, which would be elected by the members of the Council. The recording ends abruptly.

Minutes of each meeting will be recorded by the secretary and submitted to the Metis Nation for distribution within 5 days of the meeting. Metis Nation was left in control of the group’s funds. The recommendation coming out of this workshop was to ask the Metis Nation to ratify the operating rules and goals and objectives of the Metis Youth Advisory Council and to give them support and guidance on working toward these goals. The group then creates an agenda for the following day’s meeting including header information and the following items: call to order, approval of agenda, approval of rules of operation, adoption of goals and objectives for 1991-1992, approval of recommendation to Metis Nation, election of interim executive, next meeting date, and adjournment.
