This item is the second part of a four-part recording of a Dene Nation Leadership Meeting held at Whati (Lac La Martre) at the end of June 1978. The meeting is in English and several Indigenous languages, including Tlicho. The original source item is side B of a 120 minute audio cassette. The meeting also includes items CN-246A, CN247A, and CN-247B. The meeting continues with the conclusion of Alexis Arrowmaker’s speech. The next speaker is George Kodakin of Deline (Fort Franklin), who speaks about the possible cessation of government funding and the necessity of coming out with a position first and fighting for the whole land claim and the continuation of their way of life. He also references plans to attend the upcoming Metis Association General Assembly in Fort Simpson. An unidentified speaker, possibly George Barnaby, discusses the difference between the two positions on land claims and indicates that the Dene Nation position includes self-government and self-determination. Next Dene Nation President Georges Erasmus speaks again, mentioning the key elements of their position and asking the delegates how much they are willing to give up to achieve unity. The day’s meeting is concluded with Johnny Blondin of Tulita (Fort Norman), who leads the group in prayer. George Erasmus opens the meeting the following day with a reiteration of the matters under discussion. Chief Johnny Charlie of Fort McPherson speaks next indicating that Metis and Dene are all brothers and sisters and that the divide has come with the land claim, but that the Fort McPherson people want one organization. He urges people to speak at the meeting. Charlie Barnaby of Fort Good Hope speaks next, indicating dissatisfaction that the Metis have been borrowing money to make a land claim on behalf of everyone without Dene asking them to and that the government wants the two groups to fight. Chief Paul Wright of Tulita (Fort Norman) speaks next about the importance of attending meetings and talking about issues. He agrees that self-government is needed. John Charlie of For McPherson speaks briefly about government, elections, and elected representatives. The recording concludes with Chief Jim Thom of Fort Providence speaking about his invitation to the Metis Assembly.

Chief Robert Sayine of Fort Resolution speaks next about the community perception that they are all one people and ought to work together and have one organization. George Kurzewski of Fort Smith speaks next about his previous involvement with the Metis Association and why he left it to join the Dene Nation. He indicates that the unity problem is being made to look larger than it is by the government to slow them down and keep them from achieving their rights, that most Metis have joined the Dene Nation, and there will always be a small number of people as the Metis Association. Chief Joe Lockhart of Lutselk’e (Snowdrift) speaks next, indicating that they should be talking about land claims directly with the government, instead of just amongst themselves. Gerry Cheezie of Fort Smith speaks next about land claims loans, not wanting a third organization, and chiefs attending the Metis Assembly to encourage people to join with Dene Nation, acknowledging that there are just a few people causing confusion. Alexis Arrowmaker speaks again encouraging people to speak. He mentions that many Metis have already joined Dene Nation, that he wants only one organization, and that the chiefs should go to Ottawa to talk to the government themselves. After a break for support, Georges Erasmus speaks again, asking for speakers to indicate whether they think there should be just one organization and stating that the chiefs should go to the Metis Assembly with a strong position to persuade them to the join one organization and unite behind the chiefs’ position on land claims. The next speaker is Daniel Johnson from the Council for Yukon Indians, who describes the similarities of the Yukon situation and indicates that having only one organization is best.

The meeting continues with Chief Louis Beaulieu of Whati (Lac La Martre) indicating his support for the unification of the Metis Association and Dene Nation. Another Indigenous speaker leads the group in prayer. Chief Freddie Greenland of Aklavik speaks next contrasting the Metis Association and Dene Nation positions on land claims and urging the chiefs attending the Metis Assembly to be prepared and sure of their position in advance. He also mentions changes made to the Dene Nation constitution at the last Assembly to bring in the Metis and non-status people. The final speaker on the recording is Chief Fred Norwegian of Fort Simpson who speaks about unity efforts in Fort Simpson and indicates that people may not have signed the Dene registry because they don’t really understand what the land claim is about. The meeting also includes item CN-24A. The topic addressed on this side of the tape is the Mackenzie Valley Pipeline Inquiry (Berger Inquiry). A report is made by Betty, the Program Coordinator, and Glen, Legal Counsel, with comments and additional issues raised by the Board members. Betty describes some of the activities undertaken and use of funding accessed from the federal government. Glen also describes the Association’s involvement of the Northern Assessment Group and Canadian Arctic Resources Committee for environmental research. A discussion occurs regarding dates of community hearings left to be set and a debate on the selection, role, duties, and future deployment of fieldworkers, in which a variety of opinions are shared. Several members indicate that communities do not seem to understand the real question of the Inquiry (whether it be economic development or social impact) and that Berger's report will likely set a precedent about what kind of development goes on and who controls it into the future.
