Governance

This series consists of records relating to the governance of the Metis Association and Metis Nation, including Board of Directors meeting packages and minutes, Executive Committee meeting minutes, Management Committee meeting minutes, and Annual General Assembly meeting packages and minutes. Associated material like agendas, motions and resolutions, reports, correspondence, delegate lists, financial statements, Constitution and Bylaws and proposed amendments, memoranda of understanding and agreements, discussion papers, affiliation and membership applications, job descriptions, press releases, Administrative Policy Manual, and election rules are also occasionally included. Meeting minutes are usually summaries, but sometimes verbatim.

The records were originally arranged in three sets of records: Minutes, Annual General Meeting packages, and Board packages. These sets have been maintained within the overall Governance series, with some related files inserted by the Archivist from the boxes of miscellaneous records.

Locals

This series consists of records relating to the Locals of the Metis Association and Metis Nation in communities across what was at the time the western Northwest Territories, including Fort Smith (#50), Hay River (#51), Fort Simpson (#52), Fort Resolution (#53), Fort Good Hope (#54), Yellowknife (#55, #66, #77), Aklavik (#56), Fort Providence (#57), Fort McPherson (#58), Norman Wells (#59), Fort Norman/Tulita (#60), Inuvik (#62), Arctic Red River/Tsiigehtchic (#63), Rae/Edzo/Behchoko (#64), Pine Point (#65), Fort Liard (#67), and Fort Franklin/Deline (#75). Records, primarily minutes and correspondence, of other Metis-related organizations, including the South Slave Regional Council, South Slave Metis Tribal Council, North Slave Metis Alliance, and Hay River Metis Government Council are also included in this series.

The records include incoming and outgoing correspondence, meeting minutes submitted by the Locals, Constitutions and Bylaws of the Locals, budgets, financial records, affiliation applications and certificates, membership lists, activity reports, press releases, land use applications, Local Handbook, and information packages. The records also occasionally include meeting minutes of other community organizations.

The records would likely have originally been maintained as part of the central filing system under classification 210. However, the majority of the records had been gathered into a Locals series by the time they were processed by the Archivist. The Locals records still in the main filing system (1990-91, 1998-99, 1999-2000) were moved to the Locals series by the Archivist. The entire Locals series was arranged in essentially chronological order, while maintaining the sets of records originally apparent. Original order within the each file has mostly been maintained, although a change in the appraisal metric mid-way through processing meant that some records had to be reinserted, disrupting the original order. The files were also heavily weeded to remove duplicates.

Topics include housing program, land claims, self-government, Mackenzie Valley Pipeline Inquiry, Norman Wells Project, Alberta-Pacific Pulp Mill, Bill C-31, court workers, criminal justice system, activity updates, relationship with Dene Nation, Metis Census project, Metis history project, Great Slave Lake Clean-up Project, Youth Services Historic Site Identification and Clean-up Project (Tulu Project), Youth Environmental Corps, Northern Contaminants Program, Métis Tutorial Program, Metis Development Corporation, economic development, employment, education, Student Financial Assistance Program, health, Metis Health Benefits, constitutional development, alcohol and drug abuse, aboriginal rights, wildlife and resource management, climate change, trapping and fur, devolution, division with Nunavut, advocacy, funding, and internal administration.

The records also include letters of support, press releases, presentation notes, briefing notes, reports, financial records, meeting minutes, draft resolutions, funding proposals and applications, agreements, court documents, conference information, job postings, scholarship criteria and application forms, and the Metis Declaration.

The majority of the files were originally arranged in chronological order, which has been maintained. Additional files of correspondence from boxes of miscellaneous files have been inserted into the series by the Archivist.

Administration

This series relates to the administration of the Metis Association and Metis and also includes existing segments of the central filing system. The records relate to the general topics of constitution and bylaws, policies, agreements, assembly planning, meetings, membership, communications, strategic planning, legal matters, self-government, constitutional development, Metis history, curriculum development, fur advocacy, Liason Program Development Project, Metis Health Benefits, Youth Service Canada Project, and interactions with Dene Nation, Metis Development Corporation, West Kitikmeot/Slave Study Society, Native Council of Canada, and other external organizations, committees, and government departments.

There appear to be several discernable sets of records, of varying levels of completeness, belonging to the central filing system: ca. 1970s, C-series ca. 1980s, 1991/92, 1994/95, 1995/96, 1996/97, 1997/98, 1998/99, and 1999/00. These sets have been maintained or reconstructed by the Archivist as much as possible and the sets arranged in chronological order. A final set of administrative records, which was gathered by the Archivist, particularly from boxes of miscellaneous files, is arranged to mirror the central file plan and is found at the end of the series.

Membership/Enumeration

This series consists of records relating to censuses and surveys conducted of the Metis population of the Northwest Territories and to gaining membership in the Metis Association/Metis Nation at the Local or general level. The membership records include completed application forms and membership lists. Census and questionnaire records include completed forms for the 1977-79 and 1993 censuses and the ca. 1980 questionnaire, compiled results for the 1977-79 census and ca. 1980 questionnaire, enumerators’ logs from the 1993 census, and a project guide, registration forms, application control lists, tracking forms, and correspondence for the 1977-79 census. Participants from the following communities were included: Arctic Red River (Tsiigehtchic), Little Doctor Lake, Fort Reliance, Kakisa, Aklavik, Colville Lake, Fort Franklin (Deline), Fort Good Hope, Fort Liard, Fort McPherson, Fort Norman (Tulita), Fort Providence, Fort Resolution, Fort Simpson, Fort Smith, Hay River, Inuvik, Pine Point, Tuktoyaktuk, Sachs Harbour, Norman Wells, Rae-Edzo (Behchoko), Yellowknife, Dettah, Lutselk'e, Iqaluit, Grise Fiord, Arviat, Big Buffalo River Junction, Cambridge Bay, Cape Dorset, Coppermine (Kugluktuk), and Rankin Inlet, as well as people currently residing in other places of Canada and the United States.

The records fit within the central filing system under classification 200.7, however, many of the census and questionnaire records had already been gathered into records sets. Additional related records and membership records were added by the Archivist, particularly from the boxes of miscellaneous files, and some forms moved to centralize forms from the same location. The Archivist also centralized into one file the compiled totals of the questionnaire results.

Some of the records have been damaged by mould. Appropriate care should be taken when accessing these records.

This series consists of records relating to projects undertaken by the Metis Association and Metis Nation and areas of interest and involvement, including the Metis History Project, Norman Wells Project (Community and Social Development Projects), oil exploration in the Beaufort Sea, Bill C-31 (reinstatement of Indian status), land claims, Metis Elders Workshop, Northern Contaminants Program, Youth Environmental Corps, and the Tulu Projects. The records include research materials, correspondence, briefing notes, financial records, reports, press releases, meeting minutes and motions, funding proposals, agreements, survey responses, work plans, applications, presentations and speaking notes, position and discussion papers, community acceptance vote forms, voter lists, and results, curriculum materials, job descriptions, participant forms and feedback, maps, and photographs.

Project records have been assembled by the Archivist and arranged in approximately chronological order by project. Some of the projects might have originally been classified under the central filing system and additional records may be found in the central filing system records sets within the Administration series.
