Records also consist of files from committees such as the Travel and Transportation Committee, the Utilities Committee and the User Pay Committee.

Records include operational plans, performance measurement files; Main Estimate Notes, Budget Notes, and Standing Committee on Finance records. Records date from 1965-1993, though the bulk of the material dates from the 1980s and 1990s.

Records date from 1982-1993 and consist of departmental initiative files for the Departments of Aboriginal Affairs, Executive, Transportation and Education, Culture and Employment. Records contain copies of departmental initiatives and reports related to the following: review of GNWT programs and the estimated use of the programs by Aboriginal peoples, privatization, Arctic Airports construction contribution agreements, highway transfer agreements, a discussion paper about staff housing, memorandums of understanding between the Department of Education and various Boards of Education, as well as the Financial Management Board's cost benefit analysis, recommendations and discussion papers related to the above departmental initiatives.

Records date from 1987-1998 and relate to government initiatives such as division of the Northwest Territories, departmental initiatives, budget development such as the FMBS business plan, organizational and functional reviews by FMBS for Economic Development and Tourism, Education, Culture and Employment, and Arctic Airports (Transportation), as well as the development of the policy called Strength at Two Levels that includes discussion papers, reports and correspondence.

Records pertain to program reviews, strategic planning for departments as well as government wide planning, government reorganization and structuring, negotiations with unions, Senior Management Committee (SMC) meetings, major government initatives such as decentralization and privatization, devolution of responsibilities to the GNWT from the federal government such as health and social services, projected funding growth requirements, human resource issues such as Performance Measurement and a review of Income support programs.

Records date from 1984-1995 and contain working documents and analysis related to GNWT departmental initiatives, as well as decision papers, and background studies conducted by or for FMBS for program design and evaluation purposes. Records relate to organizational structure proposals and transfer of the Arctic Airports program from the federal government to the GNWT Department of Transportation, Transfer Management Committee working documents concerning the transfer of the Arctic Airports program, a decision paper related to the reorganization of the Department of Social Services, a copy of an audit done on the Iqaluit Social Services, review of the reorganization of Ministry of Intergovernmental and Aboriginal Affairs, status report on discussions with Treaty 8 programs and services, as well as an FMBS submission, working documents and analysis on the Education, Culture and Employment project or initiative "Investing in People," as well as a decision paper on the ECE Child Care Development Initiative or Day Care Program. Additionally, there are records that relate to review of initiatives or programs from the Priorities and Planning Secretariat, NWT Power Corporation, Municipal and Community Affairs, and the Constitutional Development Steering Committee.

Records date from 1985-1997 and include filess related to various government initiatives and programs that were reviewed and evaluated by the FMBS. Records include departmental implementation plans, and the FMBS response to the document Footprints 2 that was created by the Nunavut Implementation Committee and records from the Division Planning Committee. The records also include correspondence between the FMBS and GNWT departments, executive summaries and discussion papers related to the FMBS involvement and review of GNWT departmental policies and programs such as the Community Futures program, South Slave Divisional Board of Education, Social Assistance Program transfer, reorganization of Municipal and Community Affairs, reorganization of Economic Development and Tourism, and programs and policies within the Departments of Transportation; Public Works and Services; Education, Culture and Employment; and the NWT Power Corporation. There are also files related to the development of the Main Estimates, work of the Standing Committee on Finance (SCOF) and the operational plans sent to the FMBS by GNWT departments for review by FMBS for inclusion in the Main Estimates. The remaining files relate to FMBS strategic planning.

Records date from 1991-1998 and include Ministerial and Deputy Minister chronos. In addition, there are working files from the FMBS led Affirmative Action Task Group that were responsible for reviewing the GNWT Affirmative Action policy. There are also records related to a FMBS review on the Business Incentive Policy (BIP), minutes from FMBS Senior Management Committee meetings, as well as correspondence, legal opinions, Memorandum of Understanding between the GNWT and NWT Teachers Association (NWTTA) and court decisions related to the collective bargaining between GNWT and NWTTA. There is also a report on the Financial Impact of Division and package of material summarizing development work on the proposed government structure in Nunavut. This material was sent to FMBS for review and prepared by Coopers and Lybrand.

The bulk of the records were created when the Labour Relations and Compensation Services Division was part of the Department of Personnel. The files include correspondence, reports and minutes from the following: Director’s meetings, Interpretation Committee, Affirmative Action Committee, Personnel Steering Committee, Human Resource Planning Committee, and Executive Committee meetings between the Union of Northern Workers (UNW) and GNWT. In addition, there are files related to departmental business planning, conferences organized by the Department of Personnel, operational planning documents related to strategic planning, the restructuring of Human Resources management in government, development of the GNWT Human Resource system, Management for Results system manuals, and a summary of consultations with GNWT departments regarding human resource planning issues. There are also Bulletins that were created by the division to inform GNWT employees about various human resource issues. The remaining records are operational records concerning collective bargaining with the Public Service Alliance and NWT Teachers Association (NWTTA) and includes correspondence, background research, copies of draft collective agreements, proposals, counter proposals, and arbitration material. In addition, there is research material related to the development of the GNWT smoking policy and correspondence and research concerning the implementation of the Anti Inflation Board program.

Records date from 1996-2001 and relate to the administration of the Aurora Fund. Records include minutes, and agendas from Board of Directors meetings and Credit Committee meetings. The files also include financial statements.

Records date from 1990-2000 and include operational files concerning FMBS review of GNWT initiatives such as community empowerment, public service revitalization, division planning, Affirmative Action and the Business Incentive Policy (BIP). There are also copies of correspondence, decision papers, reports and submissions concerning the FMBS review of departmental initiatives from the following: Education, Culture and Employment (ECE); NWT Housing Corporation; NWT Power Corporation; Municipal and Community Affairs; Justice; Health and Social Services; Resources, Wildlife and Economic Development (RWED); as well as the Financial Management Board Secretariat. In addition, there are records related to program design and evaluation for ECE programs, policy development for the Executive and RWED. The remaining records include files concerning GNWT business planning, Main Estimate development, budget development, Minister’s briefing books on the budget and reports from the Standing Committee on Finance review of the Main Estimates and Operations and Maintenance, as well as agendas, minutes and correspondence created by the P3 Management Committee.

Records date from 1984-1995 and relate to the development and review of the GNWT equal employment policy, affirmative action policy and Native Employment Affirmative Action Plan. The files include records from the Affirmative Action Steering Committee including draft policies, policy review documents and correspondence. In addition, there are decision papers, guidelines for Affirmative Action planning and a report called "Working Together, A Report on Equal Employment Planning for Native People in the GNWT."

Records include outgoing chronos from the Minister's and Deputy Minister's office. The records also include files related to the division of assets with the division of the Northwest Territories and the creation of Nunavut in 1999.
