The records were generated by the policy activity of the Department of Municipal and Community Affairs and includes files related to devolution, privatization, Resource Community Policy, Ministers tours of the various regions, including the Baffin and Keewatin regions and files from the Assistant Deputy-Minister's (ADM) coordinating committee.

Records include files relating to the 1995 Ministers of Local Government Conference, Government of the Northwest Territories Steering Committee - Pine Point, aboriginal claims and briefing notes from the 1st, 7th and 8th Sessions of the 11th Legislative Assembly of the Northwest Territories.

Records primarily include meeting minutes and correspondence relating to the Land Claims Working Group, federal/territorial land meetings, the Senior Management Committee, Land Use Advisory Committee, Commissioner's Land Review Committee, and Land Information System Working Group. Also included are acts, policies, regulations, and conference planning files.

Records primarily include correspondence, meeting minutes and decision papers relating to the Land Claims Working Group, as well as draft community self-government agreements and community development workshop planning files. Records also include correspondence, terms of reference and research papers relating to MACA's services to Status Indians, particularly as concerns the transfer of such responsibilities from the federal government to the GNWT.

Records include annual workplans for Community Planning, minutes of Community Planners meetings, and manuals, handbooks, and guides to various Community Planning and Lands policies and procedures. Also included are annual reports regarding the monitoring of the Planning Act as well as a set of completed surveys related to Solid Waste Disposal.

Records primarily include reports, guidelines, policy manuals, and handbooks. These records primarily relate to the management of water and sanitation services, financing for communities, land administration training, municipal works training, and treatment and handling of hazardous waste material. Also included are organizational charts for the department, an organizational review folder, strategic planning documents, and transcripts of interviews with residents of Fort Rae (Behchoko).

The records date from 1991-1998 and consist of files concerning the events and delivery of Arctic Winter Games, policy and guidelines for the Fitness Leadership Certification Program, workshop material about the Staff and Volunteer Training Program, a copy of an organizational planning tool that was produced by the department and disseminated during workshops hosted by MACA, as well as memorandum of Understanding with Arctic College concerning the Recreation Leaders Program. In addition, there are student education plans and evaluations for the Recreation Leaders Program.

Records date between 1998-2002 and include departmental issue files, briefing notes, and Ministerial chronos. Records also include files related to community governance, Canadian Consumer Information, Land Management Strategies and the Service Arrangement with Nunavut. Additionally, there are also records related to divisional programs and activities from the Emergency Services Division, Financial Services Division, School of Community Government Division, Sport, Recreation and Youth Division, and Lands Administration Division.

The records are from a variety of divisions including: Community Works and Capital Planning; Surveys and Mapping; Sport and Recreation. Records relate to standards and criteria for capital planning, review and revisions to the water and sewage subsidy program, copies of training materials for community recreations committees and also on capital planning and capital support to local governments.

Records relate to recreation and sport facility development such as arenas, community halls and multi-purpose facilities. Records also include community-based project files, and policy binders related to facility development.

The records date from 1968-2005 and include meeting minutes from the Community Planning division, Lands division, Surveys and Mapping division, and the Senior Management Committee (SMC). Other records related to Municipal Operations include land claims records, the Inuvialuit Final Agreement, the Community Transfer Initiative, Association of Municipalities, some general administration files from the regional offices, and policy updates. Lands division records include reports and recommendations on land information management, legal ownership of land and roadways, and granular material studies from various regions. Surveys and Mapping division records include flood risk records, records of the NWT Mapping Liaison Committee, and records related to remote sensing. The 7 videocassettes (VHS and Betamax) are of items produced by or for the Department.

Records relate to land claim settlements, strategic planning, Senior Management Committee (SMC) meetings, Director's meetings, correspondence between management and regions relating to priorities and planning, records relating to MACA's involvement with the NWT Association of Municipalities, and a series of MACA newsletters.

Records include meeting minutes of the Senior Management Committee (SMC), the Standards and Criteria Committee, and the Infrastructure Transportation Committee (Chair). Policy and planning records include Strategic Planning, Action Plans, Organization files, Functional Reviews of MACA division. Policy files include Water/Sewer Service Subsidy Policy on the Sale of Staff Housing, Garbage Services Subsidized Policy, Land Development Policy, and Municipal Involvement in Non-Municipal Activities. Land Claims records relate to Devolution, Community Infrastructure Transfers (Devolution) and Recovery of Land files (includes Hay River Reserve). Reports and studies include an annotated copy of the Community Financial Administration Manual final draft, Community Government Report, Water and Sanitation, Water Efficiency Study, Hazardous Waste Management Report, and a Traffic Survey Report.

Records and minutes of the following committees are also part of this accession: Community Transfer Committee/Working Group, TFN Implementation Committee, Water Board Technical Committee, NWT Association of Municipalities, Municipalities Education and Training Advisory Group, municipal engineers/works officers, Senior Management Committee (SMC), Land Claims Working Group, Planning Directors, Land development infrastructures steering committee meeting, Municipal Legislation Review Steering Committee, and Municipal Operations and Assessment Division (MOAD) staff meetings. Records pertaining to the creation or update of policies and legislation relate to the Community Funding Policy, Municipal Land Development Policy, MACA Education Strategy, Planning Act, Land Titles Act, Condominium Act, Public Health Act, Land Development Loan Act and the NWT Water Act. Other records relate to the Hay River Reserve, Hay River flood damage reduction, Fort Smith land development, Lands Reform initiatives, NOGAP, Water/Sewer services Agreement, Beaufort Delta leaders conference, Municipal Operations conference, and the Winter Cities Society.

Records consist of Ministerial and Deputy Minister chronos files for the period 1996-1999. There are also records consisting of Senior Management Committee (SMC) meeting minutes, and records relating to real estate licensing and the review of the territorial lottery process.

Records date from 1997-1998 and include material from a conference hosted by the department and the NWT Association of Municipalities, as well as a report that was commissioned by MACA to assist with the delivery of the community development fund. The report is entitled Recommended Adjustments to Municipal Revenues, Financing, Service Delivery Alternatives and Investment Programs. Records also consist of files concerning a legislative proposal to amend the Municipal Statutes Act, including proposed amendments, records created by the Municipal Legislative Review Committee and terms of reference for the review of municipal financing.
