Records include correspondence between the Registrar General of Vital Statistics and those seeking inquiries regarding the death and possible disinterment of the Mad Trapper, Albert Johnson. Also included are copies of the Warrant to Bury Albert Johnson at Aklavik issued in February, 1932. A copy of Dick North's report on the question of Johnson's true identity, entitled 'Exhumation of Albert Johnson' is also included. This report debates whether Albert Johnson, killed by a police patrol in 1932, is actually John Johnson, an American criminal (horse thief, born in Norway). Further documentation includes prior arrest records for John Johnson and comparison photos of the two men.

The records relate to the program implementation and evaluation of the Victim Impact Statement Pilot Project, as well as promotional material for the development of the "Coming Full Circle" video and Community Constable program. The bulk of the files consist of Victims Assistance Fund contribution agreements between the Department of Justice and individuals, and non-government agencies for conferences, healing workshops, and outreach programs that were provided to victims of violence or about issues such as alcoholism, and suicide.

Records include correspondence, working and discussion papers, legislative proposals and other records related to the amendment or enactment of Territorial legislation, including the Access to Information and Protection of Privacy Act. There are also Deputy Minister and Ministerial chronos, as well as Ministerial briefing books. There are records such as presentations and papers that were delivered at the Northern Government Lawyers Conference that was organized by the department, as well as correspondence and reports related to the reorganization of the Department, planning for division, as well as Memorandum of Understanding (MOU) and services agreements between Justice and the Department of Social Services for the Corrections program. As well, there are program review files, discussion papers, action plans and reports from the following programs and divisions: Justice of the Peace program, Legal Services Board, Community Justice, Territorial Firearms Officer, Maintenance Enforcement Program, Coroner’s Office, Court Library and Court Reporters, as well as the Corrections Program, including a review of Young Offender Facilities. There are also committee records from the Legislation and House Planning Committee, Legislation Proposal Review Committee, Corrections Consolidation Advisory Committee, and records related to meetings held between senior management and the Royal Canadian Mounted Police. Finally, there is a copy of the Conrad Report, as well as records related to the Community Wellness Strategy that included community consultation material related to the victim impact program.

The majority of the files contain copies of proposals or submissions made under the Victims Services Contribution Agreement Program. These files also include financial records, final project reports, and copies of the Contribution Agreements between the Department of Justice and various non-government organizations who received funding in order to deliver services in their communities such as healing workshops, parenting workshops, drug and alcohol counseling, and traditional camps. The remaining files include program implementation and evaluation files for the Community Constable Program, Victims Impact Statement program, as well as discussion papers about the Community Justice program, strategic framework for the Victims Services Program, and an evaluation report on the Community Constable Program in the NWT that was prepared by the Department of Justice.

Records include material from a conference hosted by the Department of Justice on forecasting correctional prison and supervision populations and community corrections. There are also records concerning strategic planning for the Department of Justice, development of the Youth Corrections Manual, as well as copies of Insight Newsletter which was a newsletter produced by the Yellowknife Correctional Centre. In addition, there are files concerning the transfer and implementation of Corrections services to Nunavut, a report from the Yellowknife Correctional Centre Inmate Advisory Committee requesting an Aboriginal Healing program, and copies of an operational review that was done by a consultant called "View of the Future of Social Services for the NWT."

Records include discussion papers and agreements related to the transfer of Corrections and the Land Titles function to the Department. There are also minutes, activity reports and annual reports from the Legal Services Board, correspondence and reports from the Special Advisor on Gender Equality in the Justice system that conducted a gender equality review for the Department of Justice, as well as discussion papers, and notes from public consultations in the Baffin and Hay River that were held about gender equality. In addition, there are several negotiation, policy and meeting files related to the service agreement between the Government of the Northwest Territories and Royal Canadian Mounted Police. There is also discussion paper about Victims of Crime, Ministerial briefing notes, issue files and research material concerning the Task Force on Legal Aid and development of Human Rights legislation in the NWT.

There are also reports on community justice in the NWT, program review report on legal aid services, departmental strategic planning and business planning documents, a copy of the Justice presentation to the Standing Committee on Social Programs, as well as Deputy Minister Chronos.

The accession also includes records documenting the implementation of the Access to Information and Protection of Privacy Act, a review of the legal aid system, the devolution of criminal prosecution reponsibilities to the NWT, and planning of Nunavut's court structure, as well as an agreement for the provision of legal services to the NWT Housing Corporation and financial information from the Office of the Public Trustee.
